ԱԺ 6-րդ գումարման 3 նստաշրջանում քվեարկության դրվեց «Ծառուկյան դաշինք» խմբակցության պատգամավորներ Նաիրա Զոհրաբյանի, Միքայել Մելքումյանի, Վահե Էնֆիաջյանի, Վարդևան Գրիգորյանի կողմից ներկայացված ՀՀ «Հարկային օրենսգրքում» լրացում կատարելու մասին օրենքի նախագիծը:

Վարման կարգով ելույթի ժամանակ ԱԺ Ծառուկյան դաշինք խմբակցության պատգամավոր Վահե Էնֆիաջյանը շեշտելով հարցի կարևորությունը ասաց.«Մենք առաջարկում ենք տվյալ տարվա ընթացքում հողի հարկից ազատել այն գյուղացիներին, որոնց տնտեսությունները բնակլիմայական աղետների հետևանքով ավելի քան 40 տոկոսի վնաս կկրեն: Սա է մեր առաջարկությունը: Հաշվի առնելով այն բնակլիմայական ռիսկերը, որոնք կան Հայաստանում և լսելով գյուղատնտեսությամբ զբաղվող քաղաքացիների տարիներ շարունակ արտահայտած դժգոհությունները` մենք գտնում ենք, որ բնական աղետների պատճառով արդեն իսկ տուժած գյուղացիներին հարկելը, մեղմ ասած, անընդունելի է: Մենք գիտենք, որ գյուղատնտեսությամբ զբաղվողների մեծ մասը իրենց աշխատանքները իրականացնելու համար վարկեր է ներգրավում, և, երբ եկամուտ չի ունենում, կանգնում է դժվարությունների առջև, չի կարողանում փակել այդ վարկերը, դրան գումարած, պարտավորություններ է ունենում պետության առջև: Դրա համար ենք մենք հանդես գալիս նման առաջարկով»:

 Իր հերթին Ծառուկյան դաշինք խմբակցությունից՝ Իվետա Տոնոյանը ավելացրեց. « Այն մտահոգիչ վիճակագրությունը, որ մշակվող հողերի 60%-ը չի մշակվում, յուրաքանչյուր տարի  100 000 տոննա ցորեն է ներկրվում Հայաստան, սա բավարար ազդակ է, որպեսզի խորհրդարանը քաղաքական կամք դրսևորի նման առաջակություններին ընթացք տալու համար, և եթե Գագիկ Ծառուկյանը կարող է գյուղացիների՝ շուրջ 500 000  դոլար պարտքը, որը հետևանք էր բնական աղետների՝  պարզապես զրոյացնել, կարծում եմ, որ ավելի քան օրախնդիր է, նման հարցերը դարձնել առաջնային»:

Հավելենք, որ  քվեարկության դրվեց Ազգային ժողովի լիագումար նիստի օրակարգում ներառելու հարցը, որին կողմ քվեարկեց 34, դեմ՝ 54 պատգամավոր: ԱԺ փոխնախագահ Էդուարդ Շարմազանովը հայտարարեց, որ որոշումը չի ընդունվել:
