Գնաճի դեմ պայքարելու «Ծառուկյան» դաշինքի առաջարկած մոդելը այլընտրանք չունի

Հասարակության սոցիալական վիճակի վատթարացումը, որը պայմանավորված է երկրում տիրող մասսայական գնաճի գործոնով, կարծես թե նոր է մուտք գործում քաղաքական ուժերից որոշների օրակարգ:
Մասնավորապես ԵԼՔ դաշինքը առաջիկայում պատրաստվում է երթ կազմակերպել՝ գնաճի դեմ պայքարելու նպատակով:
Ի հեճուկս այս հայտարարությունների հիշեցնենք, որ սպասվող գնաճի վերաբերյալ կանխատեսումներ և դրանցից բխող ծանր հետևանաքների մասին բարձրաձայնվել էր դեռ աշնանը՝ «Ծառուկյան» դաշինքի կողմից: Խնդրի տրամաբանական լուծմանը հասնելու և այն արդյունավետ կերպով լուծելու համար դաշինքի անդամները մի շարք օրենսդրական նախաձեռնություններով էին հանդես եկել խորհրդարանում, սակայն այդ նախաձեռնությունները անհասկանալի պատճառներով մերժվել էին կառավարության կողմից, ավելին խորհրդարանական ուժերից և ոչ մեկ ցանկություն չէր հայտնել օրենսդրական նախաձեռնություններին միանալու համար:
Բնական է, որ գնաճի դեմ պայքարն ու այն զսպելու ցանկությունը կարող է լուծվել միայն իրավական հարթակում, բացառապես օրենսդրական կարգավորումներով, ինչը միանգամայն իրատեսական է և հիմնավորված:
Ամիսներ առաջ հենց այս խորին համոզմունքով առաջնորդվելով Գագիկ Ծառուկյանը և «Ծառուկյան» դաշինքի անդամները, ոչ միայն կանխատեսել էին սպասվող գնաճի հետևանքները այլև առաջարկել էին հստակ օրենսդրական նախաձեռնություններ:
Այն ինչ այսօր, արդեն պարզ է դառնում, որ որևէ այլ քաղաքական ուժ տվյալ պահին նման կանխատեսում անելու համար քաղաքական հեռատեսություն չի ունեցել:
Հաշվի առնելով գնաճը, ցածր կենսաթոշակներն ու նվազագույն աշխատավարձը, առաջարկվել էր նվազագույն աշխատավարձ սահմանել 80 հազար դրամ, բարձրացնել կենսաթոշակները։ Քանի, որ Հարկային օրենսգրքի վտանգների մասին, խորհրդարանական ուժերը նախ և առաջ պետք է օրենսդրական կարգավորումներով փորձեն զսպել վերահաս թանկացումները:
Պե՞տք էր այդ ժամանակ ընդդիմադիր ուժերի միահամուռ պայքար, իհարկե պետք էր:
Փորձը ցույց է տալիս, որ նմանատիպ, երկրի համար կարևորագույն հիմնախնդիրների հանգուցալուծմանը որպես կանոն հնարավոր չէ հասնել բողոքի ակցիաներով, երթերով և այլն, հարկավոր է հասնել նրան, որպեսզի խորհրդարանում հավուր պատշաճի օրինագծերը ներկայացնելու պարագայում հնարավոր լինի կանխել գնաճը:
Այս առումով «Ծառուկյան» դաշինքի առաջարկած մոդելը ոչ միայն իրատեսական էր, այլև այլընտրանք չունեցող արդյունավետության տեսանկյունից, հարկավոր էր միայն քաղաքական կամք և հետևողականություն:

Վերջին հաշվով ԱԺ ամբիոնը հենց նմանատիպ սոցիալական խնդիրները բարձրաձայնելու և կարգավորելու համար է և եթե հիմա տվյալ խնդիրը դիտարկվում է ԱԺ սահմաններից դուրս, փողոցում, ապա դրանով առաջին հերթին արժեզրկվում է երկրի կարևորագույն ինստիտուտներից մեկը, իսկ թե դա ինչի կհանգեցնի հետագայում կարծում ենք մեկնաբանության կարիք չունի:
