ԿԸՀ-ն երկարաձգեց 2015թ.-ին լրացած արտոնագրերի ժամկետները

Հայաստանի Հանրապետության կենտրոնական ընտրական հանձնաժողովը հոկտեմբերի 29-ին գումարված հանձնաժողովի հերթական նիստում բավարարեց ՀՀ Ազգային ժողովի Հայ ազգային կոնգրես խմբակցության ղեկավար Լևոն Զուրաբյանի դիմումը, որով նա առաջարկում էր ընտրական հանձնաժողովներում ընդգրկվելու իրավունք տվող 2015 թվականին լրացած արտոնագրերի ժամկետները երկարաձգել և դրանÖ „ թողնել ուժի մեջ` ներառյալ Սահմանադրական փոփոխությունների դեկտեմբերի 6-ին կայանալիք հանրաքվեի անցկացումը:

«Արմենպրես»-ի հաղորդմամբ` ԱԺ «ՀԱԿ» խմբակցության ղեկավարը ներկայացրել էր հետևյալ բովանդակությամբ դիմում, որում մասնավորապես ասված էր. «Հարգելի պարոն Մուկուչյան` հաշվի առնելով, որ 2015 թվականի դեկտեմբերի 6-ին նշանակված Սահմանադրության փոփոխությունների հանրաքվեն արտահերթ ընտրական գործընթաց է և նախատեսված չի եղել նախօրոք, և քանի որ ընտրական հանձնաժողովներում ընդգրկվելու իրավունքի համար 2015 թվականին նախատեսված արտոնագրման դասընթացները տեղի են ունեցել հանրաքվեն նշանակելուց առաջ`օգոստոսին` արձակÕ �ւրդային ժամանակահատվածում, ինչը հնարավորություն չի տվել շատերին, ում արտոբագրի ժամկետը լրացել, կամ լրանում է 2015 թ.-ին, մասնակցել այդ դասընթացներին, իսկ այլ դասընթացներ նախատեսված չեն մինչև հանրաքվեի անցկացումը: Նկատի ունենալով նաև հանրաքվեի գործընթացի վերահսկելիության և թափանցիկության ապահովման կարևորությունը, առաջարկում ենք Կենտրոնական ընտրական հանձնաժողովի որոշմամբ երկարացնել 2015թ.-ին լրացած արտոնագրերի ժամկտները  և դրանք թողնել ուժի մեջ` ներառյալ հանրաքվեի անցկացումը»:

«Այս տարի մեր խմբակցությունից շուրջ 400 հոգի չի մասնակցել արտոնագրման դասընթացներին, որի հետևանքով մենք որոշակի դժվարությունների առջև ենք կանգնում հանրաքվեի ողջ գործընթացը մեր կողմից վերահսկելի դարձնլու հարցում»,-շեշտեց ՀԱԿ ներկայացուցիչ Սամվել Աբրահամյանը:

Իր հերթին ՀՀ կենտրոնական ընտրական հանձնաժողովի նախագահ Տիգրան Մուկուչյանը նշեց, որ ընթացիկ տարվա հունիսին ԿԸՀ-ն սահմանված կարգով պատշաճ ծանուցել է քաղաքացիներին արտոնագրման ամենամյա դասընթացների անցկացման ժամկետների մասին: «ՀԱԿ խմբակցությունից մենք ստացել ենք 705 քաղաքացիների դիմում-հայտ, որից միայն 383 քաղաքացին է մասնակցել դասընթացներին, որից միայն 346-ն է արտոնագիր ստացել: Սակայն, ԿԸՀ-ն, հաշվի առնելով հանրաքվեի գործընթացի վերահսկելիության և թափանցիկության ապահովման և ԱԺ բոլոր խմբակցությունների համար հավասար հնարավորությունÕ �երի ապահովման անհրաժեշտությունը, կբավարարի ԱԺ «ՀԱԿ» խմբակցության ղեկավար Լևոն Զուրաբյանի դիմումը` երկարաձգելով 645 քաղաքացու արտոնագրի ժամկետները, որոնք լրացել կամ լրանալու էին հանրաքվեի անցկացման ժամկետներում»,-նշեց Մուկուչյանը:

Մեկ այլ որոշմամբ` ԿԸՀ-ն ՀՀ Սահմանադրության փոփոխությունների 2015 թվականի դեկտեմբերի 6-ի հանրաքվեի տեղամասային հանձնաժողովներին վերապահեց Արագածոտնի, Արմավիրի, Գեղարքունիքի, Լոռու, Շիրակի և Սյունիքի մարզերի մի շարք համայնքներում նույն օրը կայանալիք տեղական ինքնակառավարման մարմինների ընտրությունների տեղամասային ընտրական հանձնաժողովների լիազորությունները:
