Գործարարների հետ տարեվերջյան հանդիպմանը, Սերժ Սարգսյանը ոչ ծավալուն, բայց տողատակերով լի ելույթով է հանդես եկել, փաստացի նոր խաղի կանոններ սահմանելով հայաստանյան բիզնես ոլորտի համար: Սարգսյանը մասնավորապես նշել է ՝ « Առաջարկում եմ, որպեսզի 2018 թվականին բոլորս միասին հասնենք նրան, որ ոչ պաշտոնական՝ չփաստաթղթավորված, շրջանառությունը հասցնենք նվազագույնի: Մենք վարչապետի, կառավարության հետ նախնական պայմանավորվել ենք, որ պիտի այնպես անենք, որպեսզի 2018 թվականին ամբողջովին կարգավորենք փաստաթղթաշրջանառությունը: Սա օգտակար է բոլորիս՝ և՛ ձեզ, և՛ պետության, մեր բանակի ու մեր մանկավարժների, բոլորի համար: Բոլորիդ կոչ եմ անում առանց սպասելու, առանց որևէ մեկի դրդման ինքներդ անցնեք այդ ճանապարհը»: 

Փաստացի Սերժ Սարգսյանը սահմանում է նոր խաղի կանոն, առնվազն հրապարակավ կոչ անելով ստվերից դուրս բերել մեծ բիզնեսի քողարկված ռեսուրսները: Արդյո՞ք սա դառնալու է իրականություն, թե ոչ, դժվար է ասել: Դրա համար անհրաժեշտ է քաղաքական կամք, ինչպես նաև այլ քաղաքքական իրավիճակ: Որովհետև թե Սերժ Սարգսյանը, թե մեծ բիզնեսը գիտեն, որ Հայաստանի վերնախավի սև բյուջեն կամ «օպշագը» ձևավորվում է մեծ բիզնեսի ունեցած ստվերի ու բիզնեսի ստվերի հանդեպ իշխանության աչքակապության միջոցով:
