ECONOMICSՀՀ ֆինանսների նախարար Վարդան Արամյանը փաստում է, որ անցնող տարում տնտեսական իրավիճակը ակնկալվածից լավ է: Դեկտեմբերի 25-ին լրագրողների հետ զրույցում նախարարն անդրադառնալով 11 ամիսներին տնտեսական ակտիվության 7.3 տոկոսանոց աճին և տարեվերջին տնտեսական աճի սպասվող տեմպերի փոփոխությանը ասել է.
«Տնտեսական ակտիվության աճը չպետք է շփոթել տնտեսական աճի հետ: Հնարավոր է այս ամիսների ծավալների աճ լինի, բայց շահույթն ու աշխատավարձերը, որոնք կազմում են տնտեսական աճը, նույն տեմպով չաճեն, որքան ակտիվության ծավալներն են: Այնուամենայնիվ մենք վստահ ենք, որ իրական աճը կգտնվի 5.5-6 տոկոսի սահմաններում»,-ասաց նախարարը:
Հարցին` հնարավո՞ր է արդյոք այս պայմաններում վերանայվի հաջորդ տարվա համար 4.5 տոկոս աճի կանխատեսումը` Վարդան Արամյանը նշեց, որ այդ ցուցանիշի համար հիմք են ծառայել երկարաժամկետ մոդելն ու տնտեսական ֆունդամենտները: «Մենք հիմա, այո, ունենք տնտեսական ակտիվության առաջանցիկ տեմպեր, քան ակնկալում էիք, ինչից կախված տնտեսական աճը, իհարկե, կտարբերվի: Բայց մենք, որպես ֆինանսների նախարարություն, պահպանողական վարքագիծ ենք ցուցաբերում: Երբ դու գնում ես քո նշած տիրույթի վերին սահմաններով և հետագայում դա չի իրականանում, բնականաբար, դրանից ածանցված հարկերն էլ սխալ ցուցանիշ ես կանխատեսում ու սխալ նախագիծ ես ներկայացնում: Դա նշանակում է, որ ցանկացած գնով հարկային մարմինները տնտեսվարողներից պետք է կորզեն հարկերը, սա խիստ վտանգավոր կարող է լինել»,-նշեց նախարարը:
Ինչ վերաբերում է ապագայում մեկ շնչի հաշվով ՀՆԱ-ն 10 հազար դոլարի շեմին հասցնելուն, ապա Վարդան Արամյանը կարծում է, որ դա անհասանելի ցուցանիշ չէ, այնուամենայնիվ շատ աշխատելու անհրաժեշտություն կա: Նախարարը նկատեց, որ նման ցուցանիշի հասնելու համար անհրաժեշտ են համալիր փոփոխություններ: «Երբ քեզ մոտ անընդհատ արտահանման սեկտորն է աճում ու դա աճում է ի հաշիվ արտադրողականության և ավելի արագ է աճում, քան քո առևտուր անող երկրներում, դա հանգեցնում է փոխարժեքային ճշգրտումների` արժևորման ուղղությամբ: Ես չեմ կարծում. որ այդ ցուցանիշը անհասանելի է: Բայց դրա համար պետք է լավ աշխատել, պետք են ներդրումներ, բարեփոխումներ, լավ ենթակառուցվածքներ, այն, ինչ մենք դրեցինք 2018-ի բյուջեի հիմքում»,-ավելացրեց նախարարը:
