Կառավարությունն այսօր հավանության է արժանացրել ՀՀ կառավարության և Եվրոպական հանձնաժողովի միջև ԵՄ Հորիզոն-2020 ծրագրին մասնակցության վերաբերյալ համաձայնագրի կնքման առաջարկությունը: Սա նշանակում է, որ Հայաստանը միանում է դեռևս 2014 թվականից մեկնարկած ԵՄ հետազոտությունների և նորարարությունների Հորիզոն-2020 ծրագրին:

Ծրագիրն ընդգրկում է 3 հիմնական գերակայություն՝ գիտության գերազանցություն, արդյունաբերական առաջնորդություն և հասարակական մարտահրավերներ: Այս գերակայություններն էլ իրենց հերթին նպատակաուղղված են խրախուսելու և ֆինանսավորելու համաշխարհային մակարդակով գիտական հետազոտությունների իրականացումը, կարևորագույն տեխնոլոգիաների զարգացումը, հետազոտությունների բնագավառում մասնավոր ներդրումների խթանումը և այլն:

Պետք է նշել, որ Հորիզոն-2020 ծրագրին Հայաստանի անդամակցումը նոր հնարավորություններ կարող է ստեղծել գիտնականների համար: Կառավարության կողմից վաղուց է հնչել գիտելիքի վրա հիմնված տնտեսության զարգացմանը միտքը, և այս ծրագրի մասնակցությունը, գուցե, հանգեցնի այս մտքի իրականացմանը: 
Ծրագրի շրջանակներում բարձր մասնագիտական որակավորում ունեցող հայ գիտնականները կկարողանան ներգրավվել եվրոպական հետազոտությունների մեծ համայնք, զարգացնել իրենց հմտությունները և ծանոթանալ նորարական աշխարհի զարգացումներին: Բացի այդ, գիտության ոլորտում օտարերկրյա ներդրումների հնարավորություն կստեղծվի, ինչն իր հերթին խթան կհանդիսանա փոքր և միջին նորարական ձեռնարկությունների, հետևաբար նաև տնտեսության զարգացմանը:

Ծրագիրը նաև հասարակական գործընթացներում գիտության դերի արժևորմանն է ուղղված, իսկ գիտությունը վերջին տարիներին, ցավոք, հետ է մղվել երկրի տնտեսության զարգացման գերակա ճյուղերի շարքում: Բացի այդ, ծրագիրը հնարավորություն կտա ընդլայնել մասնակիցների՝ այսինքն գիտական ոլորտում աշխատող մասնագետների շրջանակը, ներգրավել երիտասարդ մասնագետների և խթանել գիտության ոլորտի նկատմամբ հետաքրքրությունը:
