Տիգրանուհի Դավթյանը Ֆեյսբուքյան իր էջում գրում է.

Այսօր Ազգային Ժողովում տեղի է ունեցել «Հայաստանի ընտրական օրենսգրքում փոփոխություններ և լրացումներ կատարելու մասին» և «Նույնականացման քարտերի մասին ՀՀ օրենքում փոփոխություն կատարելու մասին» նախագծի քվեարկությունը: Նախագիծն անցել է 81 ձայնով:

Օրենքի համաձայն, ՀՀ ավելի քան 180.000 քաղաքացիներ, ովքեր ունեն միայն նույնականացման քարտեր, կկարողանան մասնակցել դեկտեմբերի 6-ին նախատեսված՝ Սահմանադրության փոփոխությունների հանրաքվեին:

Պետք է ընդունել, որ նախագիծը չափազանց աղմկահարույց էր և հնչում էին բազմաթիվ կարծիքներ, քննադատություններ, հարցադրումներ և այլն: Այսօր կարծիք է հնչել նաև Սահմանադրական բարեփոխումների դեմ պայքարող «ՈՉ» ճակատից: 
Մտահոգություն էր հնչել առ այն, որ նույնականացման քարտերի վրա վերահսկողություն հնարավոր չէ սահմանել և մեկ քաղաքացին կկարողանա ընտրել մի քանի տեղ, քանի որ կնիք դնելու հնարավորություն չկա և իշխանությունները միտումնավոր գնում են այս քայլին, որ կեղծեն ընտրությունները:

Տեսեք, եթե նայենք «ՈՉ»-ի տեսանկյունից, ապա նման մտահոգությունը միանգամայն տեղին է: 
Բայց կարծում եմ կարելի է մի փոքր ընդհանրական և օբյեկտիվ նայել այս հարցին: 
Հայաստանում միայն նույնականացման քարտեր ունեցող քաղաքացիների թիվը հասնում է 180.000-ի: Ենթադրենք, վերոնշյալ օրենքը չէր ընդունվում և ոչ մի քաղաքացի չէր կարողանում գնալ ընտրության նույնականացման քարտերով: Այս օրերին հնչել են բազմաթիվ առաջարկներ կապված այս թեմայի հետ՝ նոր անձնագրեր տպել, նույնականացման քարտերի վրա կնիք դնելու հնարավորություն ստեղծել, նոր մեխանիզմներ մշակել և այլն և այլն: 180.000 նոր անձնագիր տպելը բավականին մեծ ծախսերի հետ է կապված, ուստի հնարավոր չէ այս պահին նման ճոխության գնալ: Այդ դեպքում ի՞նչ պետք է լիներ, վերոնշյալ 180.000 քաղաքացիները պետք է չընտրեի՞ն. չգնայի՞ն իրենց «Այո»-ն կամ «Ոչ»-ն ասեին դեկտեմբերի 6-ին:

Մյուս հարցը: Նույնականացման քարտերի մասին օրենքը ոչ արտասահմանից է ներմուծվել, ոչ էլ առավել ևս մի մարդ թաքուն ավելացրել է օրենսգրքում: Օրենքը անցել է Ազգային Ժողովով: Այն ժամանակ ուր էի՞ք դուք և ինչու՞ չէիք պայքարում օրենքի դեմ: Ի՞նչն էր խնդիրը, որ ձեր բողոքի ձայնն այն ժամանակ չարտահայտեցիք Ազգային Ժողովում: Կարելի է մտածել՝ մոռացել էիք. որ Հայաստանի Հանրապետության տարածքում ընտրություններ կրկին լինելու են: 
Հիմա դե պարզ է, լավ պատկերացնում եք, որ գործնականում խնդիրն անհնար է այնպես լուծել, որ բոլորը գոհ լինեն, ուստի թեմա եք գտել քննադատում եք:
