Պուտինի և Սերժ Սարգսյանի մոտեցումների տարբերությունը կայանում է նրանում, որ ի տարբերություն Սերժ Սարգսյանի ՝ լինելով լեգիտիմության խարիզմատիկ տարբերակի երկրպագու Պուտինը ամեն դեպքում փորձում է հանրության կարծիքը եթե ոչ հաշվի առնել, գոնե իմանալ ու հարմարվել, լինել սիրելի և այլն: Այսինքն՝ բացի վերնախավի նախագահ լինելուց, Պուտինը փորձում է նաև հասարակության նախագահը լինել, այսպես ասած համազգային առաջնորդ դառնալ, հասանելի թվալ հանրությանը, մեկ հարցով-զանգով երբեմն հարցեր լուծել: Սա նաև շատ լավ շանս է տալիս հանրային համակրանքը օգտագործել ներիշխանական կյանքում ՝ այսինքն նույն այդ մեկ հարց-մեկ զանգի միջոցով ուժ ցույց տալ, օրինակ որևէ նահանգապետի նախատելով կամ որևէ նախարարի տեղում հանձնարարական տալով:

Բնականաբար ֆորմատն ինքնին ամենաթափանցիկը չէ, ինչպես նաև նման ֆորմատը էական չի ազդում քաղաքական կյանքի վրա, բայց դա արվում է, որպեսզի հասարակությունն իրեն քաղաքական կյանքի մաս զգա: 
Սերժ Սարգսյանը հասարակության կարծիքը որպես գործոն չի դիտարկում, որովհետև խարիզմատիկ լեգիտիմության հույս չունի, ինչքան էլ փորձեն իրեն ներկայացնել որպես համահայկական առաջնորդ կամ գերագույն գլխավոր հրամանատար: Նրա մեսիջներն ուղղված են կոնֆլիկտող կողմերին իշխանության ներսում, ռուսներին եվրոպացիներին, ամերիկային, բայց ոչ երբեք հասարակությանը: Կարեն Կարապետյանին դրա համար են նաև հեգնում ՀՀԿ-ում, որ շատ է խոսում, փորձում է հասարակության դուրը գալ, չնայած փաստացի բովանդակային ասելիք չունի:

Լրագրողական դիտանկյունից թե Պուտինի 1600 լրագրողը, թե Սերժ Սարգսյանի1-6 լրագրողները նույն էֆեկտն ունեն: Բայց հասարակական ընկալումների ու քաղաքական կյանքի իմաստով նույնը չեն:

Հետսովետական տարածքում, ինչպես տոտալիտար անցյալ ունեցող այլ տարածքներում, կա կոնկրետ առաջին դեմքի անձնավորում, նրա շուրջ սպասելիքների մեծ ֆոն: Ասել է թե ՝ հասարակության պրիմիտիվ ընկալումների խտացումը ամբողջանում է առաջին դեմքի տեսքով: Իսկ իշխանություն-հասարակություն շփումը պատկերացվում է հենց առաջին դեմքի մակարդակով հասարակության հետ զրույցի տեսքով: Նախագահին կարող են ատել, սիրել, բայց նախագահը նմանատիպ հասարակություններում ավելին է քան պաշտոնը: Նա իշխանության հրապարակային դեմքն է նաև ու բացի ներիշխանական ինտրիգներից խնդիր ունի հասարակության հետ կոնտակտի մեջ լինելու:

Սերժ Սարգսյանի գործունեությունը ներքաղաքական իմաստով առանձնապես չի տարբերվում Քոչարյանի ու Տեր-Պետրոսյանի գործունեությունից, նույնիսկ կարելի կլինի պրոգրես նկատել շատ տեղերում: Բայց իր հանդեպ հասարակական ապատիայի պատճառը նրա հաղորդակցության մակարդակն է հասարակության հետ՝ ասել է թե դրա բացակայությունը: Դրա համար, եթե Տեր-Պետրոսյանին կամ Քոչարյանին կարող էին ատել կամ սիրել, Սերժ Սարգսյանին փաստացի այդպես էլ որպես նախագահ չընկալեցին: Մեծ հաշվով ինքն էլ իրեն որպես նախագահ չընկալեց ու միշտ մնաց գորշ կարդինալի ամպլուայի մեջ: Պատահական չէ, որ իշխանության մեջ գտնվելու իր համար ամենաահարմար էտապում նա փոխեց խաղի կանոնները հենց այնպես, որ այլևս ստիպված չլինի իր վրա վերցնել նախագահի ֆունկցիաներ ու կարողանա կառավարել երկիրը վարչապետի կամ կուսակցության ղեկավարի դիտանկյունից:
