Մարզպետների ծանր բեռը
ECONOMICS«Փաստ» օրաթերթը գրում է
2018 թվականը դեռ չսկսված՝ վարչապետ Կարեն Կարապետյանը եկող տարվա համար 14 կետից բաղկացած հանձնարարականներ է տվել մարզպետներին: Նա պատվիրել է մինչև տարեվերջ մշակել ու տարածքային կառավարման և զարգացման նախարարություն ներկայացնել յուրաքանչյուր մարզի տարեկան գործունեության ծրագիրը, որում առնվազն պետք է ներառվեն իր կողմից առաջադրված 14 ուղղությունները կամ ցուցանիշները:
Վարչապետն առաջին անգամ չէ, որ հանձնարարականներով ծանրաբեռնում է մարզպետներին և նրանցից բարդ ծրագրեր ուզում: Վերջերս նրան միացավ նաև Սերժ Սարգսյանը՝ մուննաթի մեծ չափաբաժին բաց թողնելով համայնքապետերի ուղղությամբ:
Սակայն, մարզպետների իրավիճակն այլ է, որովհետև լինելով կառավարության կողմից նշանակվող պաշտոնյա, մարզպետները փաստացի ունեն մեկ խնդիր՝ պահել մարզը վերահսկողության տակ, տեղական վերնախավի ու Երևանում գտնվող բարձրագույն իշխանության միջև լինել բուֆեր: Փաստացի մարզպետները նախագահականի ու կառավարության դեսպաններն են մարզերում, որոնց ֆունկցիոնալությունն արտահայտվում է այսպես ասած ընտրական մոբիլիզացիայի, արտակարգ դեպքերի, հյուրեր դիմավորել–ճանապարհելու ժամանակ:
Մարզպետներն իսկապես բավական ծանր աշխատանք են կատարում՝ քաղաքական առումով, փաստացի մարզերը պահելով ՀՀԿ–ի ազդեցության տակ: Սրան զուգահեռ դժվար կլինի մարզային զարգացման անհատական նախագծեր ունենալ: Նույնիսկ մեծ ցանկության դեպքում: Պրոֆիլն այն չէ, կադրերն այն չեն ու այն չէ վերևից իջնող պահանջարկը:
