Շինարարության ավարտական ակտի և շահագործման թույլտվության տրամադրման հետ կապված խնդիրները կարգավորելու նպատակով կառավարությունը սահմանել է, որ հաստատված ճարտարապետաշինարարական նախագծային փաստաթղթերով նախատեսված այլ աշխատանքները կառուցապատողի կողմից վերջինիս միջոցների հաշվին իրականացնելուց հետո, օբյեկտը շահագործման է ընդունվում շահագործման թույլտվության ձևակերպմամբ: Շահագործման թույլտվության գործընթացի ներմուծմամբ դյուրացվում են հանրապետության տարածքում բազմաթիվ անավարտ բազմաբնակարան և ստորաբաժանված շենքերի նկատմամբ իրավունքների օրինական ձևակերպման, նրանց հետագա կառուցման և ավարտման աշխատանքները: Բացի այդ, նշված պայմաններում բարձրացվում է կառուցապատողների քաղաքաշինական կարգապահությունը` ստեղծելու շահագործման համար լիարժեք, պիտանի կենսագործունեության միջավայր:

Անդրադառնալով այս հարցին, վարչապետ Հովիկ Աբրահամյանը տեղեկացրել է, որ այդ թեմայով խորհրդակցություն է անցկացվելու: «Ես բազմաթիվ տեղեկատվություններ եմ ստանում, որ ավարտական ակտերը ստանալու համար ինչ-որ խնդիրներ են հարուցվում համապատասխան գերատեսչության ղեկավարների կամ աշխատակիցների կողմից: Ես հիմա ուսումնասիրում եմ այդ տեղեկատվությունների իսկությունը, եթե իրականությանը համապատասխանեց, ապա նման մարդիկ մեր շարքերում տեղ չեն ունենալու», նշել է Հովիկ Աբրահամյանը:
