Առողջապահության նախարար Լևոն Ալթունյանը հարցազրույցներից մեկի ժամանակ պատասխանելով հարցին, թե ինչու է որոշում կայացվել պապիլոմա վիրուսի դեմ պատվասում իրականացնել 13 տարեկանում, ասել էր, որ  արդյունավետությունը բարձրացնելու համար պետք է պատվաստումը  մինչև առաջին սեռական հարաբերությունն իրականացնել և ներկայացրել է թվեր, որոնք իրականում եվրոպական երկրներում կատարված ուսումնասիրություններին էին վերաբերում:  

Այդ հայտարարությանը սկսեցին հետևել տարբերմեկնաբանություններ: Եղավ նաև նրա հրաժարականի պահանջ, սակայն ավելի ուշ, Առողջապահության նախարարությունը հաղորդագրություն  հրապարակեց, որում նշված է, որ ներկայացված տվյալները շփոթմունքի արդյունք են։

«Հայաստանի դպրոցահասակ երեխաների առողջության վարքագծի 2013-2014թթ. ազգային հետազոտության» արդյունքների վերլուծությամբ` 15 տարեկան հարցված տղաների 21 տոկոսը և աղջիկների 1 տոկոսն անանուն հարցման ժամանակ նշել են, որ ունեցել են սեռական հարաբերություն:

Ավելի վաղ` 2010թ. կատարված նույն հետազոտության արդյունքներով 15 տարեկան տղաների 45 տոկոսն է ասել՝ այո, սեռական հարաբերություն ունեցել եմ, իսկ աղջիկների` 2 տոկոսը։ Ըստ հաղորդագրության՝ նախարարի շփոթմունքն այն է եղել, որ Հայաստանում 15 տարեկան տղաների 25% ցուցանիշը ներկայացվել է նույն տարիքի աղջիկների 1% ցուցանիշի փոխարեն»,- ասվում է նախարարության տարածած հայտարարության մեջ։
