ԱԺ–ում «տանձ, խնձոր, մանդարին» էլ չեն բաժանի
POLITICS«Փաստ» օրաթերթը գրում է
Գաղտնիք չէ, որ ԱԺ–ում աշխատելը շատերի համար ոչ միայն «պրիստիժ է» եղել, այլև՝ շահավետ: Օգուտներից հատկապես ամենաուշագրավն ամանորյա տոներից առաջ, այսպես ասած՝ Ձմեռ Պապի կողմից «տրվող» նվերի տոպրակներն են եղել, որի պարունակությունը տարբեր հաշվարկներով, մոտ 15–ից 20 հազար դրամ է կազմել:
ԱԺ նախագահ Արա Բաբլոյանը, սակայն, որոշել է խախտել այս «ավանդույթը», համարելով, որ «խորհրդարանը մալաթիայի յարմարկան չի»: Փաստորեն, երկար տարիներ օրենսդիրները ոչ միայն մանդատներն են տոնավաճառի «ապրանք» դարձրել, այլ ընդհանրապես այս կարևորագույն կառույցին վերաբերվել են որպես տոնավաճառի: Եվ այդկերպ, տարիներ շարունակ արել են, ինչ ուզել են: Մեկի բիզնեսի առաջխաղացմանն են օգնել, մյուսի գործն են «դասավորել» և որպես փոխհատուցում լավության դիմաց ամանորյա «տոպրակներ» բաժանել ու լավամարդ դարձել:
Փաստորեն, դա է պատճառը, որ չխոսկան պատգամավորները այդ անցուդարձին մոտիկ լինելու համար ամեն ընտրություններից առաջ մի փեշ գումար են ծախսել, միայն թե պատգամավորի մանդատ ստանան ու այդ կռուգից դուրս չմնան: Ու հիմա, կարծես կամաց–կամաց «հին ավանդույթներն» արմատախիլ անելու ժամանակներն են վրա հասել: Եվ այս տարի ոչ միայն տոպրակներ բաժանելու վերջը կդրվի, այլև՝ ԱԺ–ի բակում տոնական տոնածառ դնելու և միջոցառումներ կազմակերպելու:
Այսպիսով, ԱԺ նախագահը որոշել է կոռուպցիայի դեմ պայքարում իր մասնաբաժինն այսկերպ ընդգծել, քանի որ բոլորին էլ պարզ, թե միջոցառումներ «կազմակերպելն» ընդհանրապես ինչքան եկամտաբեր «զբաղմունք» է: Այսինքն՝ փող լվանալու առիթ:
Ուրախության առիթն օգտագործելու և այդկերպ գումարներ մսխելու այս տխուր ավանդույթին վերջ տալու Արա Բաբլոյանի հայտարարությունը, սակայն լոկ հայտարարություն չէ: Այն իր մեջ նաև բյուջեի փողերը քամուն չտալու մեսիջ է պարունակում, որն ամենայն հավանականությամբ դուր չի գա նրանց, ովքեր ատամները սրած սպասում էին այդ օրվան: Սրանով ԱԺ նախագահը խաղի նախկին կանոնները փոխելու լուրջ քայլեր է փորձում անել, ինչը, ամենայն հավանականությամբ, միանշանակ չի ընդունվի բոլորի կողմից:
Այսինքն, օրենսդիր մարմնի ղեկավարն իր այս օրինակով փորձում է ցույց տալ, որ հասարակությանը գոտին սեղմելու քարոզով զբաղված օրենսդիր ու գործադիր մարմինների ներկայացուցիչները պետք է առաջինը սկսեն իրենցից և փորձեն ցույց տալ, որ դատարկ կոչերից բացի նրանք առաջին հերթին սեփական գոտիներն են ձգում ու պետական բյուջեի փողերն այլևս իրենց «դիշովի կայֆերի» վրա չեն պատրաստվում ծախսել:
Ինչ վերաբերում է հասարակ ժողովրդին, ապա նրանց գոտին ձգելու տեղ այլևս չկա և վաղուց ժամանակն է, որ չինովնիկներն իրենց գոտիները ձգեն, որը նաև առողջարար կարող է լինել թե՛ իրենց և թե՛ շրջապատի համար:
