Հայաստանում կոռուպցիայի ընկալման ցուցանիշը աճում է

«Թրանսփարենսի ինթերնեշնլ» հակակոռուպցիոն կենտրոնը երեկ «Կոռուպցիան և անվտանգության մարտահրավերները» թեմայով քննարկում ունեցավ պաշտպանության, մարդու իրավունքների, հանրային ռեսուրսների, սոցիալական պաշտպանության և այլ ոլորտներում առկա կոռուպցիոն մարտահրավերներն ու դրանց հաղթահարման հնարավոր ուղիների շուրջ:
ԹԻՀԿ ծրագրերի ղեկավար Վարուժան Հոկտանյանը նշեց, որ կոռուպցիայի ընկալման համաթվով Հայաստանը ոչ հուսադրող իրավիճակում է: Ըստ նրա՝ թիվն ամենավատերից չէ, նույնիսկ հետխորհրդային մի քանի երկրների համեմատությամբ լավ է: Բայց բանն այն է, որ զբաղեցրած տեղը աղյուսակում իջնում է։ Ըստ նրա՝ այլ երկրներում քայլեր են տարվում ընկալումը բարելավելու համար, իսկ, Հայաստանում այն բացակայում է:
Ի դեպ, միջազգային Freedom House–ի 2017–ի զեկույցի համաձայն՝ Հայաստանի ցուցանիշը 5,25 է՝ 1–7 թվերի տիրույթում, ինչն ըստ Հոկտանյանի՝ մտահոգիչ երևույթ է։ Պարզվում է, որ Հայաստանն այսօր հայտնվել է ԵՄ ֆինանսների նախարարի խորհրդի մոխրագույն ցուցակում, ինչը վերաբերում է հարկային օրենսդրության թափանցիկությանը: Աշխարհում կան սև ու մոխրագույն ցուցակներ՝ համապատասխանաբար 17 երկրների և 47 երկրների մասնակցությամբ: Վերջինի մեջ է մտնում նաև Հայաստանը:
Ազգագրագետ Հրանուշ Խառատյանը, ով նույնպես ներկա էր այս հանդիպմանը, նշեց, որ մենք ժամանակին քվեարկել ենք այն Սահմանադրությանը, որը մեր վզին փաթաթվեց՝ հիշեցնելով, թե ինչ ծանր պայքար մղեց իշխանությունն այդ բարեփոխումները հասարակության վզին փաթաթելու համար: Խառատյանի համոզմամբ՝ ոչ միայն գումար տալու երևույթին կարելի է կոռուպցիա անունը տալ, այլ նաև՝ պաշտոնական դիրքի չարաշահումը:
«Հայաստանի Հելսինկյան կոմիտե» ՀԿ–ի նախագահ, իրավապաշտպան Ավետիք Իշխանյանն էլ անդրադառնալով կոռուպցիային մարդու իրավունքների պաշտպանության ոլորտում, ասաց, թե մարդու իրավունքների պաշտպանության համար անհրաժեշտ է երկու բաղադրիչ՝ ժողովրդավարություն՝ ընտրությունների միջոցով իշխանության փոփոխություն և դատարանի անկախություն։ Սակայն, ըստ նրա՝ մեր երկրում ժողովրդավարությունը՝ որպես մարդու իրավունքների պաշտպանություն, գոյություն չունի, հաշվի առնելով վերջին ընտրությունները, որի ժամանակ հասարակությունը կաշառքով ու վարչական ռեսուրսով ջախջախվեց։
