Հայաստանում ներդրվում է օտարերկրյա ներդրումների ներգրավումը խթանող «eRegulations» էլեկտրոնային գործիքը

Հայաստանում տրվել է 332 հազար եվրո արժողությամբ օտարերկրյա ուղղակի ներդրումների աջակցության դրամաշնորհային ծրագրի մեկնարկը: Դեկտեմբերին 8-ին Հայաստանի զարգացման հիմնադրամը և ՄԱԿ-ի Զարգացման ծրագրի միջև ստորագրեցին դա վկայող փաստաթուղթը:

«Արմենպրես»-ի փոխանցմամբ` 21 ամսյա ծրագրի ընթացքում գործարարների շրջանում կիրականացվեն հետազոտություններ`բացահայտելու ներդրումները խոչընդոտող ընթացակարգերն ու գործընթացները: Կներդրվի «eRegulations» էլեկտրոնային գործիք, որի միջոցով կդասակարգվի և կհրապարակվի մանրամասն տեղեկատվություն Հայաստանի ներդրումային գործընթացների վերաբերյալ: Գործընթացների հետագա պարզեցումն էլ կբարելավի ներդրումային միջավայրը՝ ուժեղացնելով գործարար մրցակցությունը Հայաստանում։

ՀԶՀ գործադիր տնօրեն Արմեն Ավակ Ավակյանի խոսքով` ակնկալվում է ծրագրի արդյունքում ամրապնդել ու զարգացնել հիմնադրամի հետսպասարկման բաժնի աշխատանքները: «Իմ կարծիքով` ամենամեծ արդյունքը կլինի այն, որ ներդրողները բաց աչքերով կմտնեն մեր երկիր, որ հետո թյուրիմացություն չլինի: Քանի որ մեր փորձը ցույց է տալիս, որ նրանց սպասելիքներն ու այն, ինչ ստանում են, չեն համապատասխանում իրար, որի արդյունքում Հայաստանը բացասական իմիջ է ձեռք բերում, ինչը իրականություն չէ: Այդ իմաստով ես վստահության, թափանցիկության արագ աճ եմ ակնկալում, ինչու չէ նաև կոռուպցիայի ռիսկի նվազեցում»,-ասաց Ավակյանը:

ՀՀ տնտեսական զարգացման և ներդրումների նախարարի տեղակալ Հովհաննես Ազիզյանն էլ նշեց, որ Հայաստանի համար գործարար միջավայրի, այդ թվում` ներդրումային միջավայրի բարելավումը կարևորագույն խնդիրներից մեկն է, որի ուղղությամբ աշխատանքները շարունակվում են: «Այս ծրագիրը մեծապես կօգնի ավելի պարզ ուհասանելի դարձնել տեղեկատվությունը ներդրողի համար և այդ վարկանիշում կնպաստի Հայաստանի դիրքերի ամրապնդմանը»,- ասաց փոխնախարարը: Նա հավելեց, որ Հայաստանը մյուս տարի կմիանա օտարերկրյա ուղղակի ներդրումների սահամանափակ ինդեքսին, որը լրացուցիչ գործիք կլինի խոչընդոտները նույնականացնելու համար, ինչպես նաև հասկանալու, թե որ ուղղություններով ավելի մեծ աշխատանքներ կան իրականացնելու:

«Այս ծրագիրը ևս մեկ կառուցողական քայլ է Ավստրիա-Հայաստան մեր գերազանց համագործակցության շրջանակում, և մենք հույս ունենք, որ այնՀայաստանին կօգնի ներգրավել օտարերկրյա ներդրումներ»,- նշեց Ավստրիական զարգացման գործակալության Հարավային Կովկասի գրասենյակի ղեկավար Գերհարդ Շաումբերգերը։

Հայաստանում ՄԱԶԾ մշտական ներկայացուցչի ժամանակավոր պաշտոնակատար Դմիտրի Մարիասինն հույս հայտնեց, որ «eRegulations»-ը հնարավորություն կտա օպտիմալացնել ընթացակարգերը, նվազեցնել մարդկային գործոնով պայմանավորված կոռուպցիոն ռիսկերը։ «Այն նաև ամբողջությամբ կհամապատասխանիթվայնացման՝ Հայաստանի կառավարության օրակարգին, որին օժանդակում են Եվրամիությունը և մյուս գործընկերները»,- ավելացրեց նա:

ՄԱԿ-ի Առևտրի և զարգացման համաժողովի (UNCTAD) «eRegulations» գործիքն արդեն հաջողությամբ կիրառվում է աշխարհի շուրջ 30 երկրներում։ ՀԶՀ-ում կներդրվի նաևհեռախոսային «Թեժ գիծ» ծառայություն։ Ծրագիրը ֆինանսավորվում է Ավստրիական Զարգացման գործակալության կողմից:
