Այսօր դեկտեմբերի 7-ն է: Արդեն 29 տարի է անցել ցավալի ողբերգությունից, բայց երկրաշարժից ամենաշատ կորուստներ կրած երկրորդ քաղաքում դեռևս աղետի գոտու հետքերը տեսանելի են: Կան անօթևաններ, քանդված շենքեր: Բայց, որ ամենացավալին է, քաղաքը չունի տեսլական: Այն ամենաաղքատներից է Հայաստանում, Գյումրիից ամենաշատն են արտագաղթում կամ մեկնում արտագնա աշխատանքի:

Ու չնայած նրան, որ ցանկացած կառավարություն իր պարտքն է համարում ճամարտակել Գյումրու ուրույն դիմագծի ու զարգացման մասին, միևնույնն է, առաջ գնալ կարծես թե չի ստացվում: Իսկ բոլոր փորձերն ինչ-որ բան անելու լավագույն դեպքում ավարտվում են անհատական նախագծերով: Օրինակ վարչապետ Կարապետյանը իր անձնական միջոցներով վերանորոգում է Գյումրու հին միջավայր ունեցող փողոցներից մի քանիսը ՝ նպատակ ունենալով ստեղծել զբոսաշրջային միջավայր:

Բայց որպես վարչապետ Կարապետյանը ինչպես և իր նախորները որևէ տեսլական ու ծրագիր չունեն, թե ինչպես զարգացնեն Գյումրին ամբողջական, համակարգային իմաստով: Գյումրու օդանավակայանն, օրինակ, կարող էր դառնալ զարգացման առիթ: Բայց այնտեղ իջնող ու այնտեղից չվող թռիչքները շատ քիչ են: Պաբեդա ավիաընկերությունը բում չառաջացրեց Գյումրիում, այն հասանելի դարձավ միայն գյումրեցիներին, լավագույն դեպքում Վանաձորի ու Լոռվա մարզի բնակիչներին:

Այլ նախագծեր քաղաքը ոտքի կանգնեցնելու առումով կարծես թե չկան: Իսկ քաղաքային իշխանությունն ՝ ի դեմս լուռ ու մունջ Բալասանյան Սամվելի, նախընտրում է ոչինչ չանել: Բավարարվում են միայն աշխատավարձերը ժամանակին վճարելով, Երևանից հյուրեր դիմավորելով ու ճանապարհելով: Այսօր ևս Բալանսանյանն ու տեղական իշխանությունները այդ գործին են լծվելու, հետո նորից անցնեն իրենց կյանքի բնականոն ու ձանձրալի ռիթմին: ՈՒ այսպես արդեն 29 տարի:
