Չինաստանը հրաժարվեց «մեկ ընտանիք՝ մեկ երեխա» քաղաքականությունից

Չինաստանի իշխանությունները որոշում են ընդունել չեղյալ հայտարարել այն կանոնը, որն ընտանիքներին արգելում Է ունենալ մեկից ավելի երեխա. այսուհետեւ ամուսիններին կթույլատրվի երկու երեխա ունենալ: Այդ մասին, հաղորդել Է «Սինհուա» գործակալությունը:

Ընտանիքի պլանավորման քաղաքականությունը ՉԺՀ-ի իշխանությունները նախաձեռնել են անցած դարի 70-ական թվականների վերջին՝ նպատակ ունենալով կրճատել բուռն ժողովրդագրական աճը: Այն քաղաքներում ապրող ընտանեկան զույգերին արգելում Էր մեկից ավելի երեխա ունենալ: Գյուղական բնակիչները կարող են երկու երեխա ունենալ այն դեպքում, եթե առաջնեկը աղջիկ Է լինում:

Ժամանակի ընթացքում ծնելիության սահմանափակման քաղաքականության մեջ ի հայտ եկան զիջողություններ. ընտանիքներում, որտեղ ամուսիններն իրենց ծնողների միակ երեխաներն Էին, թույլատրվում Էր ծնել երկրորդ երեխան:

«Մեկ ընտանիք՝ մեկ երեխա» քաղաքականությունը բերեց սոցիալական լուրջ խնդիրների եւ հասարակության դժգոհությանը: Այսպես, երկրում արագ տեմպերով բնակչության ծերացում Է տեղի ունենում, կանխատեսվում Է, որ չինական ավանդական ընտանիքի «1-6» մոդելը, երբ միակ երեխայի խնամակալության տակ կհայտնվեն նրա ծնողները, երկու տատերն ու երկու պապերը, սովորական դառնա:

Ծերացման ներկայիս դինամիկայի դեպքում 2050 թվականին Չինաստանի յուրաքանչյուր երրորդ բնակիչը 60-ից բարձր տարիք կունենա, իսկ թոշակառուների թվաքանակը կգերազանցի ԱՄՆ-ի բնակչությանը: Նախկին քաղաքականության հետեւանքներից մեկն Էլ դարձել Է գենդերային անհամամասնությունը. 15-ից ցածր տարիքի երեխաների թվում յուրաքանչյուր հարյուր աղջկան բաժին Է ընկնում 118 տղա, ինչը կարող Է ապակայունացնող լուրջ սոցիալական գործուն դառնալ ապագայում:

ՉԺՀ-ի պետական վիճակագրական վարչության տվյալներով՝ 2015 թվականի սկզբի դրությամբ Չինաստանի բնակիչների թվաքանակը (առանց Հոնկոնգ եւ Մակաո հատուկ վարչական շրջանների, ինչպես նաեւ Թայվան կղզու հաշվառման) կազմում Է 1 մլրդ 367 մլն 820 հազար: 2014 թվականին բնակչության բնական աճը կազմել Է 7,1 մլն մարդ, հաղորդել Է ՏԱՍՍ-ը:
