Եվրոպան ՝ նոր դրախտավայր. իշխանության հերթական «կուտը»
ANALYSISԵվրոմիության հետ կնքած համաձայնագիրը Հայաստանում ակտիվ քննարկումներ է առաջացրել: Իշխանությունը ցնծում է ու մատուցում ստորագրումը որպես հրաշքի սպասում: Ընդդիմությունն էլ կասկածում, որ իշխանությունը կիրականացնի համաձայնագրի կետերը:
Նույնիսկ այն դեպքում, եթե համաձայնագրի բոլոր կետերին ՀՀ իշխանությունները բավարարեն, Հայաստանում կյանքը դրախտի կվերածվի: Ընդհանրապես, ցանկացած դրախտի խոստում, հրաշքի սպասում պիտի քաղաքական ուժերի կողմից մերժվի: Ոչ թե որ դրախտ կամ հրաշք չի լինում, այլ որոհետև հրաշքի սպասումով հասարակությանը սնելուց հետո, նույն այդ հասարակության հիասթափությունն ու ապատիան կրկնակի է լինում, երբ գալիս է գիտակցում, որ այս անգամ էլ դրախտի դռները չբացվեցին:
Սա նախ քաղաքական փաստաթուղթ է: Քաղաքական բոլոր առումներով: Սերժ Սարգսյանի համար սա իր տասնամյա կառավարման միակ դիվանագիտական հաղթանակն է, ու ստեղծված իրավիճակում լեգիտիմության ահռելի քարտ-բլանշ: Ընդ որում քարտ բլանշ թե Եվրոպայից, թե Ռուսաստանից: Սա նաև մեծ քաղաքական պատկերի մի մաս է: Ակնհայտ է, որ Արևմուտք-Ռուսաստան հակամարտությունը չի կարող երկարել, առնվազն Եվրոպան չի կարող անվերջ հակադրության մեջ մնալ ու Հայաստանն այս իմաստով հայտնվեց շահեկան իրավիճակում, ի տարբերություն 2013թի երբ այդ հակադրությունը իր սրման գագաթնակետին էր: Եվ ամենավերջում: Եթե կան տնտեսական մեծ սպասելիքներ, ապա պիտի նայել Եվրոպայի ներկայիս քարտեզին, փորձել տեսնել ոչ միայն վերջերս ասոցացված Ուկրաինայի, Վրաստանի կամ Մոլդովայի, այլև արևելաեվրոպական երկրների վիճակը, որոնք կարող են Հայաստանին գերազանցել, բայց որոնցում ևս գերիշխում է չիրականացված հրաշքից առաջացած հիասթափությունը:
Շատերն այդ երկներից դառնալով Եվրոպայի մաս հույս են ունեցել կարճ ժամանակում դառնալ Գերմանիա, Ֆրանսիա, Իտալիա: Բայց չեն դարձել: Որևէ միություն չի կարող երաշխավորել երկրի առաջընթացը, եթե երկրի ներսում չկան դրա համար անհրաժեշտ հիմքերը: Այն կարող է նպաստել, խթանել, բայց երաշխավորել ոչ: Այնպես որ կարծում եմ, այս համաձայնագրի դրական կողմերը պետք չէ գերագնահատել, ու պետք չէ այնասոցացնել կախարդական փայտիկի հետ:
