«Հորիզոն 2020» ծրագիրը՝ նոր հետազոտական հորիզոններով

Հայաստանը տարբեր ուղղություններով շարունակում է համագործակցության խորացումը ԵՄ-ի հետ ինչպես քաղաքական և տնտեսական ամենաբարձր մակարդակով, այնպես էլ նեղ որորտային ուղղություններով:

Կրթության և հետազոտության ոլորտում Երևանի և Բրյուսելի միջև եղած համագործակցության համար առանցքային նշանակություն ունի «Հորիզոն 2020» ծրագիրի շրջանակներում Հայաստանի մասնակցությունը և դրա մասին համապատասխան համաձայնագրի կնքումը:

Հարկ է նշել` «Հորիզոն 2020»-ը ԵՄ հետազոտությունների և նորարարության երբևէ եղած ամենամեծ ծրագիրն է: Նախագծի բյուջեն կազմում է շուրջ 80 միլիարդ եվրո` նախատեսված 7 տարիների համար (2014 - ից 2020-ը): 
Ծրագրին Հայաստանի մասնակցության վերաբերյալ համաձայնագրի համաձայն պետական գիտական կազմակերպություններից և բուհերից շուրջ 30-ը կարող են մասնակցել «Հորիզոն-2020» ծրագրի տարբեր գերակայությունների շրջանակներում անցկացվող թեմատիկ մրցույթներին և գրանտային ծրագրերին, ինչը հնարավորություն կտա ավելացնել ոչ միայն գիտական հնարավորոթյունները լաբարատորիաների, գիտությունը զարգացնող այլ ենթակառուցվածքներ, այլև հայ գիտնականները հնարավորություն կունենան ԵՄ-ից գումարներ բերել ու ուսումնասիրություններ իրականացնել, համագործակցել փորձի փոխանակման ոլորտում և այլն:

«Հորիզոն 2020» ծրագրի վերաբերյալ համաձայնագրի կնքումը Եվրոպական հանձնաժողովի և Հյաստանի միջև պետք է դիտարկել ԵՄ-Հայաստան վերջերս մեկնարկած բանակցությունների ֆոնին, որոնց նպատակը նոր ԵՄ-Հայաստան շրջանակային համաձայնագրի կնքումն է: Այս առումով ծրագիրը կարող է դառնալ ՀՀ-ԵՄ ուրվագծվող նոր համագործակցության բաղադրիչ, քանի որ ՀՀ-ԵՄ հարաբերությունները կառուցվում են նոր իրավական հիմքի վրա:

Ի վերջո փաստենք, որ «Հորիզոն 2020» ծրագիրը լավ հիմք է գիտական և կրթական ոլորտներում ՀՀ-ԵՄ ոչ միայն փոխգործակցությունը զարգացնելու համար, այլ նաև ՀՀ տնտեսության մեջ ծրագրի իրակականացման արդյունքում ձեռք բերված գիտական պոտենցիալի ներդրման համար: Կարելի է ենթադրել, որ Հայաստանի հետազոտողների ակտիվ մասնակցությունը ծրագրին և ծրագրի շրջանակներում նրանց կատարած գործի արդյունավետությունը հետագայում ցույց կտա, թե ինչ նոր նախագծեր կլինեն ՀՀ-ԵՄ փոխգործակցության շրջանակներում :
