1078 անձ հրաժարվել է հաշմանդամության կարգից և չի ցանկացել պետպատվերով բուժում ստանա՞լ
SOCIETYՀաշմանդամ չճանաչված անձանց համար վերականգնողական անհատական բուժում իրականացնելու նպատակով նոր ծրագիր է իրականցվում: Այս մասին «Արմենպրես»-ի հետ զրույցում նշել ՀՀ բժշկասոցիալական փորձաքննության գործակալության համակարգող-խորհրդատու Անուշ Սիմոնյանը՝ արձագանքելով հաշմանդամություն ունեցող անձանց խնդիրներով զբաղվող «Ունիսոն» հասարակական կազմակերպության ղեկավար Արմեն Ալավերդյանի այն դիտարկմանը, որ Հայաստանում մոտ 14 հազար մարդ զրկվել է հաշմանդամության կարգից ու արտոնություններից:
Խոսքը հիմնականում վերաբերում է 3-րդ կարգի հաշմանդամություն ունեցող անձանց, որոնց խնդիրները թեթև են, սակայն զրկվելով հաշմանդամության կարգից՝ նրանք զրկվել են նաև արտոնություններից:
«ՀՀ աշխատանքի և սոցիալական հարցերի նախարարի հրամանով փորձնական ծրագիր է արվում, որպեսզի հաշմանդամ չճանաչված անձանց և նրանց, ովքեր բուժման կարիք ունեն տրամադրվի վերականգնողական անհատական բուժում։ Այդ անձինք պետական պատվերի շրջանակում ստանում են բուժում, որպեսզի ամբողջությամբ վերականգնվեն և հաշմանդամության համար այլևս չդիմեն»,- նշեց Անուշ Սիմոնյանը և հավելեց, որ մոտ 1078 անձ հրաժարվել է հաշմանդամության կարգից և չի ցանկացել պետպատվերով բուժում ստանալ։
Ծրագիրն իրականացվում է հոկտեմբերի 16-ից։ «Դեկտեմբերի 1-ի տվյալներով՝ արդեն 100 մարդ բուժում է ստանում և բոլորը գոհ են իրենց մատուցված ծառայություններից»,- շեշտեց ՀՀ ԲՍՓ գործակալության համակարգող-խորհրդատուն։
Իր հերթին «Ունիսոն» ՀԿ-ի ղեկավարը նշում է, որ Հայաստանում պաշտոնապես գրանցված 210 հազար հաշմանդամություն ունեցող անձանցից ներկայում հաշմանդամ է ճանաչվում 196 հազարից էլ քիչ։
«Այդ գործընթացը շատ արագ է զարգանում և մոտ 20 տարի հետո, երևի հաշմանդամություն ունեցող անձ Հայաստանում չի լինի։ Սա այդքան էլ ուրախալի լուր չէ, քանի որ խոսքը գնում է գրանցվածների թվի նվազման մասին, այլ ոչ թե խնդրի վերացման»,- նշեց Ալավերդյանը։
Խոսելով հաշմանդամություն ունեցող անձանց իրավունքների առնչվող ՄԱԿ-ի կոնվենցիայի կամընտիր արձանագրությունների վավերացման մասին, Արմեն Ալավերդյանը նշեց, որ դրանց վավերացումն անհրաժեշտություն է: ՄԱԿ-ի՝ Հաշմանդամություն ունեցող անձանց իրավունքների մասին կոնվենցիան Հայաստանը վավերացրել է 2010 թվականին, սակայն կամընտիր արձանագրությունները՝ դեռ ոչ։
«Կոնվենցիայի վավերացումից հետո որոշակի քայլեր արվել են, բայց չեմ կարող ասել, որ Հայաստանում հաշմանդամություն ունեցող անձանց կյանքում դրա կիրառումն ինչ-որ բան է փոխել»,- ընդգծեց Ալավերդյանը։
Հիշեցնենք, որ 1992 թվականից ՄԱԿ-ը դեկտեմբերի 3-ը հռչակել է որպես հաշմանդամություն ունեցող անձանց միջազգային օր և այդ օրերին ամբողջ աշխարհում միջոցառումներ են իրականացվում, կազմակերպվում են միջոցառումներ, համաժողովներ, որոնք մտված են հաշմանդամություն ունեցող անձանց իրավունքների բարձրաձայնմանը։
