Շրջանառության հարկի փոփոխությունները կարող են կործանարար լինել ՓՄՁ-ների համար. Մ. Մելքումյան
ECONOMICSԱԺ փոխնախագահ, «Ծառուկյան» խմբակցության պատգամավոր Միքայել Մելքումյանը հունվարի 1-ից ուժի մեջ մտնող «Հարկային օրենսգիրքը» փոխելու առաջարկներ է ներկայացրել:
Tert.am-ի հետ զրույցում նշել է, որ հարկային օրենսգրքի փոփոխություն նախաձեռնելու համար հիմնական անկյունաքարային դրույթն այն էր, որ բիզնեսի, տնտեսվարողների համար երկարատև ժամանակ խաղի հստակ կանոններ սահմանվեն: Նրա խոսքով՝ բիզնեսի համար կարևորն այն է, որ տևական ժամանակ իմանա, թե ինչ կանոններով է ինքն աշխատելու, ինչ ռիսկեր են լինելու, որ կարողանա 5 տարվա տեսլական մշակել:
«Բիզնեսը պետք է իմանա, թե ինչ ռիսկերի առաջ կարող է կանգնել: Եթե չեմ սխալվում, «Ավելացված արժեքի հարկի մասին» օրենքում մի քանի հարյուր փոփոխություն է եղել միայն վերջին 2 տարվա ընթացքում: Հիմա բիզնեսմենը ո՞նց պլանավորի, եթե անընդհատ փոխվում է հիմնական անկյունաքարային դրույթը։ Իսկ սա մենք տեսնում ենք նաև նոր Հարկային օրենսգրքում, որ գործելու է եկող տարվա հունվարի 1-ից»,- ասել է նա:
ԱԺ փոխխոսնակը հավելել է նաև, որ շրջանառության հարկի փոփոխությունները կարող են կործանարար լինել ՓՄՁ-ների համար: Նրա համար խնդրահարույց են նաև եկամտային հարկի հետ կապված փոփոխությունները:
«Մինչև 150 հազար դրամ եկամուտ ունեցողների համար հարկը 24.4 իջեցրել են 23 տոկոսի, բայց 150 հազարից մինչև 2 մլն ստացողների համար 26 տոկոսից դարձրել են 28 տոկոս: Հիմա նախաձեռնել եմ, որ գոնե թողնեն նույնը՝ 26 տոկոս, որովհետև իրոք խնդիրներ են առաջանալու»,- համոզված է պատգամավորը:
Մելքումյանը նշել է նաև, որ և՛ կառավարությունը, և՛ պատգամավորը մի շարք փոփոխություններով են հանդես եկել: Նա շեշտել է, որ կարևորագույն խնդիրը բխում է նրանից, որ պետության ներկա ժամանակահատվածում սպասված տնտեսական աճն այնքան չի եղել, որ ունենանք այնպիսի ծավալի հարկային մուտքեր, որ կարողանանք վերարտադրել մեր տնտեսությունը:
«Տնտեսական աճը շատ քիչ է, ասում են, որ 60 կամ 70 միլիարդ ավել ենք հավաքել, քան նախորդ տարի, իսկ հաշվե՞լ ենք, թե գնաճն ինչքան է եղել: Հարկերի հավաքումը մի քանի բազա ունի. առաջին՝ տնտեսական աճ, երկրորդ՝ հարկման բազայի ընդլայնում, այսինքն՝ պայքար ստվերային տնտեսության դեմ, ստվերը կրճատվում է, հարկեր են գալիս, երրորդը՝ գնաճը, դրա համար է, որ մեկ-մեկ ասում են, թե գնաճը շատ ցածր է: Եթե բնակչությունը չի օգտվում ապրանքներից, որտեղի՞ց գնաճ լինի: Հիմա առաջարկել ենք, որ 480 անուն ապրանքով գնաճ չհաշվեն, այլ սպառողական զամբյուղի ապրանքներով գնաճ սահմանի կառավարությունը, քանի որ ԵԱՏՄ նոր կարգավորումների շնորհիվ էլ ապրանքների գինը կբարձրանա, ու հունվարի 1-ց հետո լուրջ խնդիր կունենանք»,- ընդգծել էՄիքայել Մելքումյանը:
