ՀՀ գլխավոր դատախազությունից հայտնում են, որ 2015թ. նոյեմբերին մի քանի լրատվամիջոցների  կողմից հրապարակված հոդվածների վերաբերյալ ոստիկանության Ստեփանավանի բաժնում նախապատրաստված նյութերով տվյալներ են ձեռք բերվել, որ «Հայանտառ» ՊՈԱԿ «Ստեփանավանի անտառտնտեսության» մասնաճյուղի՝ Վանաձոր-Ստեփանավան ավտոճանապարհի թունելից դեպի արևմուտք գտնվող անտառներում անհայտ անձանց կողմից ապօրինի հատվել են  բազմաթիվ ծառեր:  

 Հիշյալ հրապարակումներով իրականացրած ուսումնասիրության արդյունքում հայտնաբերվել են ապօրինի հատված հաճարենի ու բոխի տեսակի ծառերի կոճղեր:

 2015 թվականի դեկտեմբերի 4-ին ՀՀ քրեական օրենսգրքի 296-րդ հոդվածի 3-րդ մասով հարուցվել էր քրեական գործ: Նախաքննության ընթացքում տվյալներ են ձեռք բերվել առ այն, որ «Հայանտառ» ՊՈԱԿ-ի «Ստեփանավանի անտառտնտեսություն» մասնաճյուղի համապատասխան պաշտոնատար անձանց կողմից անհրաժեշտ միջոցներ չեն ձեռնարկվել ապօրինի անտառհատումները կանխելու և ի հայտ բերելու ուղղությամբ, ժամանակին չի հայտնաբերվել և չի արձանագրվել 98 ծառերի ապօրինի հատման փաստը: Հիշյալ ապօրինի հատումների հետևանքով պետությանը պատճառվել է առանձնապես խոշոր՝ 7.167.000 ՀՀ դրամի վնաս:

 2016 թվականի  դեկտեմբերի 26-ին քրեական գործի նյութերով հարուցվել է նոր քրեական գործ՝ ՀՀ քրեական օրենսգրքի 315 հոդվածի 1-ին մասի հատկանիշներով՝ «Հայանտառ» ՊՈԱԿ «Ստեփանավանի անտառտնտեսություն» մասնաճյուղի պաշտոնատար անձանց կողմից ծառայության նկատմամբ անբարեխիղճ կամ անփույթ վերաբերմունքի հետևանքով իրենց պարտականությունները չկատարելու կամ ոչ պատշաճ կատարելու և դրա հետևանքով պետությանը էական վնաս պատճառելու դեպքի առթիվ:

 Պահաբաժնի տարածքը չվերահսկելու պատճառով ապօրինի հատվել են ընդհանուր 45 ծառ, որի արդյունքում պետությանն անզգուշությամբ պատճառվել է էական գույքային՝  ընդհանուր 1.920.000 ՀՀ դրամի  վնաս:

 Դրանից հետո Կ. Բ.-ն իր պարտականությունները պատշաճ չկատարելու հանգամանքը կոծկելու և ծառերի ապօրինի հատման արդյունքում պետությանը պատճառված վնասը անձամբ չհատուցելու համար, իր 2 ծանոթներին՝ որպես իր կողմից հայտնաբերված  անտառխախտողների, ներկայացրել է  «Ստեփանավանի անտառտնտեսություն» մասնաճյուղ  և հայտնել, թե իբր հայտնաբերել է անտառխախտներին: Կազմվել են կեղծ անտառխախտման արձանագրություններ, այդ կերպ կատարվել է պաշտոնեական կեղծիք և չարաշահվել պաշտոնեական լիազորությունները:
