ԱՄՆ Սենատը հավանության է արժանացրել վերջին տասնամյակներին հարկային ամենախոշոր բարեփոխումների փաթեթը

 Ամերիկայի Միացյալ Նահանգների Սենատը հավանության է արժանացրել հարկային բարեփոխումների փաթեթին, որը կարող է դառնալ ամենամասշտաբայինը` 1980-ական թվականներից ի վեր: Ինչպես հաղորդում է «Արմենպրես»-ը, վկայակոչելով Associated Press-ը, ամերիկյան լրատվամիջոցները փաստաթղթի ընդունումը համարում են Հանրապետական կուսակցության և նախագահ Դոնալդ Թրամփի մեծ հաղթանակը:

Փաթեթն ընդունվել է թեժ քննարկումներից հետո. Արդյունքում հարկային բարեփոխումներին կողմ է արտահայտվել Սենատի 51, դեմ` 49 անդամ: Դեմոկրատական կուսակցության բոլոր անդամները դեմ են արտահայտվել բարեփոխումներին և իրենց դիրքորոշումն էլ արտահայտել են դեմ քվեարկելով: Բարեփոխումների փաթեթին դեմ է քվեարկել նաև Սենատի Հանրապետական կուսակցության անդամներից մեկը:

Անցած ամիս հարկային բարեփոխումների փաթեթի իր տարբերակն էր ընդունել նաև ԱՄՆ Ներկայացուցիչների պալատը: Այժմ Ներկայացուցիչների պալատի և Սենատի ընդունած փաստաթղթերը պետք է համաձայնեցման գործընթաց անցնեն, որից հետո միասնական օրինագիծը կներկայացվի երկրի նախագահի ստորագրմանը:

Չնայած այն հանգամանքին, որ Ներկայացուցիչների պալատի և Սենատի ընդունած փաստաթղթերն էական տարբերություններ ունեն`երկուսն էլ առաջին հերթին շեշտը դնում են կայացած հարկերի նվազեցման կայացած քաղաքացիների և բիզնեսի համար: Բնակչության առավել քիչ ապահովված կատեգորիաներն առաջարկվող բարեփոխումներով այնքան էլ շատ առավելություններ չեն ստանա:

ԱՄՆ նախագահ Դոնալդ Թրամփի ծրագրում հարկերի նվազեցումը կարևոր տեղ ունի, որի նպատակը պետք է լինի ամերիկյան տնտեսության աճը և նոր աշխատատեղերի ստեղծումը: Սպիտակ տունը և Հանրապետական կուսակցության առաջնորդները կարծում են, որ հարկերի նվազեցումը կնպաստի ներդրումների ավելացմանը: Իշխանությունների կարծիքով` միջոցները, որոնք կազմակերպությունները և ունևոր քաղաքացիները կխնայեն հարկերի նվազեցման շնորհիվ, կուղղվեն նոր բիզնեսի ստեղծմանը և նոր ձեռնարկությունների հիմնմանը:

Սակայն ոչ բոլոր ամերիկացի գործարարներն են գոհ առաջարկվող բարեփոխումներից: Նոյեմբերի կեսերին ավելի քան 400 ամերիկացի միլիոնատերեր և միլիարդատերեր ստորագրել են Կոնգրեսին հասցեագրված նամակի տակ, որով կոչ էր արվել չնվազեցնել հարկերը կայացած բիզնեսի և ունևոր քաղաքացիների համար: Նամակի հեղինակները սխալ են համարում հարուստ քաղաքացիների համար հարկերը կրճատելու հանրապետականների առաջարկներն այն պարագայում, երբ ԱՄՆ պետական պարտքը շատ բարձր է, իսկ քաղաքացիների եկամուտների անհավասարությունն ամենաէականն է` 1920-ական թվականներից ի վեր: Նրանք Կոնգրեսին կոչ են արել հավանություն չտալ հարկային ոլորտի փոփոխությունների առաջարկվող փաթեթին, որն ավելի կխորացնի քաղաքացիների եկամուտների անհավասարությունը և կմեծացնի երկրի պետական պարտքը: Նրանք գտնում են, որ հարկավոր է հարուստների համար ոչ թե նվազեցնել, այլ բարձրացնել հարկերը:
