Եվրոպական ներդրումային բանկը Երևան համայնքի հետ այսօր ստորագրել է ոչ սուվերեն վարկի պայմանագիր: Այսինքն՝ Երևանը դարձել է առաջին համայնքը, որն առանց պետական երաշխիքի վարկ է ստանալու միջազգային կազմակերպությունից: Նշենք, որ այս գումարը Երևանին տրամադրվում է շատ ցածր տոկոսադրույքով։ Բացի այդ Երևանը ստացավ նաև 6 մլն եվրո դրամաշնորհ, որից 1 մլն-ը՝ Կանաչ կլիմայի հիմնադրամից: Ստացվող և՛ վարկային, և՛ դրամաշնորհային գումարները Երևանի քաղաքապետը ուղղելու է Երևանի համայնքային մանկապարտեզների հիմնանորոգման ուղղությամբ՝ նպատակ ունենալով ոչ միայն բարեկարգ և ժամանակակից մանկապարտեզներ կառուցել, այլև բարձրացնել այդ շինությունների էներգաարդյունավետությունը, ինչպես նաև նվազեցնել C02 գազի արտանետումը: 

Սա նշանակում է, որ Երևանը որպես քաղաք և Երևանի քաղաքապետարանը ՝ որպես թիմ հասել են այնպիսի չափանիշների, որ եվրոպական ֆինանսական հսկաները պատրաստ են վստահել նման չափի գումարներ։ Սա նաև նշանակում է, որ Երևանը էկոլոգիական իմաստով Արևմուտքի համար վստահելի գործընկեր է։ Մի փաստ, որ կայացել է առավելապես Տարոն Մարգարյանի ՝ Երևանի կանաչապատման գործում ունեցած հետևողականության շնորհիվ։ 

Տեղի ունեցածը կարևոր է նաև Հայաստան-Եվրոպա համագործակցության առումով։ Վերջերս ստորագրված ասոցացման համաձայնագիրը ու Հայաստանի Եվրոպական հեռանկարը ամրապնդվում են հենց այպիսի համագործակցությունների տեսքով։ Եվ այն հանգամանքը, որ Երևանը դառնում է այդ համագործակցության առաջամարտիկը ու առանց պետական երաշխիքի ՝ որպես համայնք ստանձնում է նման պատասխանատվություն, խոսում է այն մասին, որ Երևանն այսօր եվրոպական չափանիշների քաղաք դառնալու բոլոր հնարավորություններն ունի։

Եվս մեկ կարևոր հանգամանք․ ստացվող գումարներն ուղղվելու են մանկապարտեզների վերանորոգմանը, էներգախնայողությանը և CO2 գազի արտանետումների նվազեցմանը։ Ինչը ցույց է տալիս ծրագրի թիրախային լսարանը ու հեռանկարայինությունը․ ասել է թե ծրագիր, որն ուղղված է սերունդներին։ 

Հաշվի առնելով վերոնշյալ հանգամանքները կարող ենք վստահորեն նշել, որ այսօր իսկապես պատմական իրադարձություն է տեղի ունեցել, պատմական այն իմաստով, որ Երևանը որպես քաղաք և Երևանի քաղաքապետարանը որպես թիմ ապացուցել են իրենց կենսունակությունն ու արդիականությունը։
