«Զինվորական ծառայության և զինծառայողի կարգավիճակի մասին» օրենքը փոփոխության չի ենթարկվի: Օրենքով ակադեմիական տարկետման սահմանափակման հետ կապված դժգոհություններ ունեցող ուսանողների առաջադրած խնդիրները կարգավորվելու են կառավարության ենթաօրենսդրական ակտերով: Ազգային ժողովում լրագրողների հետ զրույցում այս մասին հայտնեց ՀՀպաշտպանության նախարարի առաջին տեղակալ Արտակ Զաքարյանը` պատասխանելով հարցին, թե ինչո՞ւ է ՀՀ Նախագահը ստորագրել օրենքը, երբ ուսանողների հետ կլոր սեղան-քննարկումները շարունակվում են:
«Մենք արդեն ասել ենք, որ օրենքը փոփոխությունների չի ենթարկվի: Ուսանողների առաջադրած հարցերը կարգավորվում են օրենքից բխողենթաօրենսդրական ակտերով, որոնք մշակելու է կառավարությունը: Այսօրմենք ունենք աշխատանքային խումբ, որտեղ ներառված են ուսանողները, դասախոսական, գիտական և այլ շահագրգիռ կողմեր: Մեզ համար շատօգտակար է այս աշխատանքը: Ասեմ, որ օրենքի 22-րդ հոդվածի 5-րդ կետըքննարկում ենք, որ կարողանանք հստակեցնել, թե որոնք են այնչափորոշիչները, որոնցով կարելի է հասկանալ, թե ովքեր են առանձնակիհնարավորություններով օժտված երիտասարդները, որ կարող են տարկետմանիրավունք ստանալ կառավարության կողմից»,- «Արմենպրես»-ի հաղորդմամբ` նշեց Զաքարյանը՝ նկատելով, որ կան քննարկման փուլում գտնվող առաջարկներ:
Փոխնախարարը նաև հավելեց, որ «Պատիվ ունեմ» ծրագիրն ինքնին տարկետման իրավունք է, որից կարող է օգտվել 400-500 անձ: Նա անիրականանալի է համարում ուսանողների առաջարկած ծրագիրը «բանակը բուհ բերելու մասին», քանի որ կարծում է, թե հնարավոր չէ ծառայել ու զուգահեռ սովորել:
«Դրանք տարբեր մոդելներ են, միայն արդյունքում կունենանք շատ վատ կրթություն, շատ վատ ծառայություն: Մենք հիմնովին բացատրել ենք, որ այդգաղափարը զուտ ցանկություն է, որը կիրառական մեխանիզմներ մեր երկրի պարագայում չի կարող ունենալ»,- ընդգծեց Զաքարյանը:
