Արցախցին տարկետման իրավունք ունեցած ժամանակ էլ չի օգտվել այդ իրավունքից. Արցախի ԿԳ փոխնախարարը՝ տարկետման իրավունքի վերացման մասին

Արցախի Հանրապետության կրթության, գիտության և սպորտի փոխնախարար Արմեն Սարգսյանը կողմ է «Զինվորական ծառայության և զինծառայողի կարգավիճակի մասին» օրենքի նոր նախագծին, որով վերացվում է ակադեմիական տարկետման իրավունքը: Նա Tert.am-ի հետ զրույցում նկատեց, որ հայկական 2-րդ հանրապետությունում՝ Արցախում, ուսանողները տարկետման իրավունք չունեն:
«Շատ շուտ՝ մոտավորապես 20-22 տարի առաջ, տարկետում կար, այսինքն, երբ գերազանց էր սովորում, ուսանողն իրավունք էր ունենում տարկետում ստանալ: Սակայն տարկետման իրավունքից նրանք չէին օգտվում, չէին օգտվում ոչ միայն Արցախի բուհերի ուսանողները, այև արցախցի այն ուսանողներն, ովքեր պետպատվերի շրջանակում սովորում էին ՀՀ պետական բուհերում: Այսինքն՝ ԵՊՀ անվճար համակարգում սովորող տավուշեցին օգտվում էր տարկետման իրավունքից, իսկ շուշեցին, ստեփանակերտցին, հադրութեցին և այլն՝ ոչ»,- ասաց նա:
Արմեն Սարգսյանը նկատեց, որ այս օրենքն ուղիղ առնչվում է հայրենիքի պաշտպանությանը, իսկ նրա համար հայրենիքը ոչ միայն սրբություն է, այլև շեշտում է, որ հայերի հայրենիքն այն տարածքում է, որտեղ ամեն րոպե պատերազմի վերսկսման վտանգ կա:
«Ի վերջո, ինչո՞ւ ենք մենք բերում ու միայն խոսում գիտության մասին, չէ՞ որ այդ նույն 2 տարին կարող է խանգարել նաև ապագա բիզնեսմենին, ապագա գյուղատնտեսին, շինարարին և այլն: Մյուս կողմից էլ փորձը ցույց է տալիս, որ այդ 2 տարվա ընդմիջումը, եթե ինչ-որ չափով խանգարում է մասնգիտության մեջ կայանալուն կամ վերադառնալուն, մյուս կողմից նաև ունի իր առավելություններ, քանի որ յուրաքնչյուր մասնագետ պետք է ունենա հայրենաճանաչություն»,- ընդգծեց Արմեն Սարգսյանը:
Արցախի Հանրապետության կրթության, գիտության և սպորտի փոխնախարարը չի հասկանում այս օրինագծի շուրջ բարձրացրած աղմուկը, քաղաքական ուժերի ըմբոստությունը:
«Համոզված եմ, եթե հակառակ օրենքն ընդունեին, այսինքն՝ տարկետման իրավունք չլիներ , սակայն օրենքի փոփոխությամբ մտցնեին, միևնույն է, լինելու էին մարդիկ, քաղաքական ուժեր, որոնք ավելի ակտիվ հակառակն էին պնդելու՝ ասելով, որ տարկետման անհրաժեշտություն չկա»,- եզրափակեց Արմեն Սարգսյանը:
