Վազգեն Սաֆարյան. «Ռուսաստանին կապող երկրորդ ճանապարհ է պետք»
ECONOMICSԼարսի խնդրի մասին հիշում են միայն ձմռանը: Մինչդեռ այն մեր երկրի օրակարգային հարցերից մեկն է: «Փաստ» օրաթերթի թղթակցի հետ զրույցում ասաց Հայրենական ապրանքարտադրողների միության նախագահ Վազգեն Սաֆարյանը: Վերջինիս խոսքով՝ Ռուսաստանին կապող երկրորդ ճանապարհ է պետք: Լարսի ճանապարհի խափանումներից առաջացած վնասներից խուսափելու համար, ըստ նրա, պետք է աչքի տակ ունենալ Հայաստան–Իրան երկաթգծի կառուցումը:
«Սա ավելի մոտ է ճշմարտությանը: Նման իրավիճակներում արդիական է դառնում Հայաստան–Իրան երկաթգծի շինարարության հարցը: Այդ դեպքում մենք կունենանք լրացուցիչ ճանապարհ՝ Իրանով բեռների փոխադրում դեպի Ռուսաստան, Ղազախստան և այլ երկրներ: Պետք է Վրաստանի, Ռուսաստանի, Աբխազիայի հետ բանակցություններ տարվեն»,– մատնանշեց նա:
Երկրորդ ճանապարհը՝ լաստանավայինն է: Նրա համոզմամբ՝ լաստանավային փոխադրումը շատ կարևոր է՝ հատկապես Վերին Լարսի փակվելու դեպքում:
«Ճանապարհ կա Իրանով: Կայարանից հենց բեռները լաստանավով տեղափոխել Աստրախան, հետո Վոլգա գետով դեպի Ռուսաստանի կենտրոնական շրջաններ»,–ասաց նա:
Վազգեն Սաֆարյանը հիշեցրեց, որ ընդհանրապես Լարս–Ստեփանծմինդա ճանապարհը, որտեղ հաճախ են փլուզումներ լինում, երեք անգամ դրվել է թունել կառուցելու խնդիր, սակայն, այդպես էլ չի հաջողվել կառուցել:
«Առաջին անգամ թունելի կառուցմանը խանգարել է Առաջին համաշխարհային պատերազմը, երկրորդ անգամ՝ Հայրենական մեծ պատերազմը և երրորդ անգամ՝ Խորհրդային Միության փլուզումը: Այդ խնդիրը 100 տարի է արծարծվում է: Այնտեղ նախատեսում են խողովակաշար կառուցել և անցնել վտանգավոր հատվածները: Դա կլինի պետություն–մասնավոր հատված տիրույթում: Բոլոր տնտեսվարողները, որոնք Վերին Լարսով փոխադրումներ են իրականացնում, պետք է միջոցներ հատկացնեն ճանապարհի վտանգավոր մասերն անվտանգ դարձնելու համար»,– տեսակետ հայտնեց նա:
Սաֆարյանը նշեց, որ պետության բյուջեն այսօր թույլ չի տալիս խնդրի լուծման ուղղությամբ միջոցներ հատկացնել:
«Ռուսաստանում էլ կան շահագրգիռ կազմակերպություններ, այստեղ էլ. բոլորի համար ճանապարհը շատ կարևոր է: Պետք է փորձել համատեղ ուժերով ներդրումներ հայթայթել և Լարսով անցնող վտանգավոր հատվածները դարձնել անվտանգ՝ ստեղծելով վերգետնյա թունել, որպեսզի ձնհալից և քարաթափումներից ճանապարհն անվտանգ լինի»,– շեշտեց Հայրենական ապրանքարտադրողների միության նախագահը:
Յուրաքանչյուր տարի ձմռանը Լարսը փոխադրումների համար փակ է լինում: Վազգեն Սաֆարյանի կարծիքով ուղևորափոխադրումներ իրականացնելու համար ճանապարհին տեխնիկայի առկայություն է անհրաժեշտ:
«Տնտեսվարողները պետք է համախմբվեն և տեխնիկա պահեն, որպեսզի կարողանան ճանապարհից ձյունն արագ մաքրել: Սա ամենաարդիական լուծումն է: Այս դեպքում ճանապարհը շատ փակ չի լինի»,– եզրափակեց մեր զրուցակիցը:
