POLITICSՄԱԿ–ը երբեք բանաձև չի ընդունել Լեռնային Ղարաբաղի հարցի կարգավորման մասով: Այս մասին երեկ, Բրյուսելում ԵՄ Արևելյան գործընկերության գագաթնաժողովում իր ելույթում նշել է ՀՀ նախագահը:
Նա, անդրադառնալով ԼՂ խնդրին, մասնավորապես, նշել է.
«Պարո՛ն նախագահող, Ադրբեջանի նախագահը հերթական անգամ անհիմն մեղադրանքներ է հնչեցնում Հայաստանի հասցեին: Որքան էլ Ադրբեջանը պատեհ կամ անպատեհ փորձում է խեղաթյուրել ԼՂ հակամարտության և դրա խաղաղ կարգավորման էությունը, միևնույնն է, հակամարտության կարգավորումը հիմնված է միջազգային իրավունքի 3 սկզբունքների վրա, այն է՝ ուժի կամ ուժի սպառնալիքի չկիրառման, տարածքային ամբողջականության և ժողովուրդների ինքնորոշման իրավունքի վրա, որոնք առաջարկվել են հակամարտության կարգավորմամբ զբաղվող միջազգային մանդատ ունեցող միակ կառույցի՝ ԵԱՀԿ Մինսկի խմբի համանախագահության կողմից:
Միջազգային հանրության դիրքորոշումը ԼՂ հիմնահարցի առնչությամբ արտահայտված է նաև ԵԱՀԿ Մինսկի խմբի եռանախագահ երկրների ղեկավարների ընդունած հայտարարություններում: Այս համատեքստում հակամարտության լուծումն առանց ԼՂ ժողովրդի ազատ ինքնորոշման իրավունքի իրացման պարզապես անհնար է:
Ցանկանում եմ նաև ընդգծել, որ յուրաքանչյուր հակամարտություն առանձնահատուկ է իր բնույթով, էությամբ ու կարգավորման հիմքերով, և այս առումով սխալ են հակամարտությունները մեկ ընդհանրության մեջ դիտարկելու փորձերը:
Մեկ նկատառում ևս. Միավորված ազգերի կազմակերպությունը երբեք բանաձև չի ընդունել Լեռնային Ղարաբաղի հարցի կարգավորման մասով: 1993 թվականին ՄԱԿ–ի կողմից ընդունված չորս բանաձևերը վերաբերել են Լեռնային Ղարաբաղի հատվածում ռազմական գործողությունների դադարեցմանը, ինչից Ադրբեջանը հրաժարվել է: Եվ հիմա՝ 25 տարի հետո, խոսել այն մասին, որ Հայաստանն իր պարտավորությունները չի կատարում, կարծում եմ՝ այժմեական չէ»:
