Ի՞նչ կտա Եվրոպան Հայաստանի իշխանությանը և հասարակությանը
ANALYSISԱյսօր Արևելյան գործընկերության շրջանակներում սպասվում է ՀՀ-ԵՄ շրջանակային համաձայնագրի ստորագրումը: Ստորագրում, որի շուրջ ինտրիգները մինչև վերջին պահը չեն մարում և որի մասին քննարկումները տևում են արդեն մի տարի: Ի վերջո, որն է այդ ստորագրման հիմնական արժեքը: Ստորագրման շուրջ վախերը այնքան շատ են, որ դրանք մթագնել են բուն համաձայնագրի քաղաքական էությունը: Հիմնական հարցը դարձել է այն՝ ի վերջո ռուսական կողմը կթողնի Հայաստանին ստորագրել այդ համաձայնագիրը, թե ոչ: Իսկ իրական քաղաքական հարցադրումը, թե ի վերջո ինչ կտա համաձայնագիրը Հայաստանին, մղել է երկրորդ պլան:
Ուկրաինայի, Վրաստանի և Մոլդովայի օրինակները ցույց են տալիս, որ Եվրոպան այժմ պատրաստակամություն չունի ամբողջ ծավալով մտնել այդ երկրներ: Նույնը մենք տեսնում ենք նաև ՆԱՏՕ-Վրաստան հարաբերությունների օրինակով, որտեղ Արևմուտքը ակնհայտ վերապահումներ է դրսևորում:
Հայաստանյան իշխանության համար եվրոպական հեռանկարը, սակայն, ոչ այնքան քաղաաքական ու քաղաքակրթական հարց է, որքան տնտեսական: Սպառվող ռեսուրսների, ինչպես նաև հիմնական դաշնակի Ռուսաստանի կողմից ցույց չտրող օժանդակության պայմաններում, հայաստանյան վերնախավը կարիք ունի բարեփոխումների անվան տակ ստանալ դրամաշնորհներ ու վարկեր, որոնք կկարողանան հայկական իշխող շրջանակի կենսունակությունը ևս ինչ-որ ժամանակով երկարաձգել:
Իսկ թե ինչ կստանա հասարակությունն այդ ամենից, հայտնի չէ:
