Ի վերջո ի՞նչ կորոշի Մոսկվան
ANALYSISԻնչպես գիտենք Ռուսական Զվեզդա հեռուստաալիքի հայտնի ռեպորտաժը ՀՀԿ արծվի արիական նշանակության և հիտլերյան Գերմանիայի արծվի հետ համեմատության մասին հեռացվել է համացանցից: Ակնհայտ է դառնում, որ Մոսկվայում վերջնական չեն կողմնորոշվում Հայաստանի մասով ՝ մասնավորապես չգիտեն ինչպես վարվել Հայաստան-ԵՄ շրջանակային համաձայնագրի ստորագրման սպասվող փաստի հետ:
Ռուսական վերնախավը, հետսովետական այլ վերնախավերի նման բավական մասնատված է: Չնայած արտաքուստ այն մոնոլիտ տեսք ունի, Պուտինն այդ մոնոլիտի միանձնյա ղեկավարի դիրքում է, բայց միայն արտաքուստ: Համակարգի ներքին կառուցվածքն ու վերջին շրջանում ակտիվացող ներիշխանական կոնֆլիկտները այլ բանի մասին են խոսում:
Հայաստանի պարագայում ռուսական կողմի շահերը ևս տարբեր են: Կան գազպրոմականներ, կան գեոպոլիտիկ շահերի լոբինգով զբաղվողներ, կա ուժեղ ադրբեջանական լոբինգ Ռուսաստանում, որն ամեն ինչ անում է այդ երկրի վերաբերմունքը Հայաստանի հանդեպ բացասական դարձնելու իմաստով:
Ակնհայտ է, որ այս անգամ Ռուսաստանի վերաբերմունքը Հայաստանի նկատմամբ առնվազն Սարգսյա-Պուտին ինտենսիվ շփումների մակարդակով ավելի մեղմ է: Դժվար թե Հայաստանի մասով Մոսկվայում Պուտինին ընդդիմացողները շատ լինեն, որովհետև ի տարբերություն այլ շահերի, Հայաստանն այդքան մեծ ֆինանսական հետաքրքրություն չի ներկայացնում: Բայց ամեն դեպքում կլինեն դժգոհողներ, որոնք այդ դժգոհությունը կարտահայտեն անկախ Մոսկվայի պաշտոնական դիրքորոշումից:
Երեկ էլ Ռուսաստանի արտգործնախարարության հանրային կապերի համակարգող Մարիա Զախարովան էր նշել, որ իրենք հարգանքով են մոտենում ՀՀ-ԵՄ սպասվող շրջանակային համաձայնագրի ստորագրմանը, ինչը ևս մեկ անգամ ապացուցում է վերոնշյալը:
