ANALYSISՍերժ Սարգսյանի վարչապետացման հնարավոր ռիսկերի մասին խոսելիս հաճախ է նշվում, որ նրա հեռանալը արդյունավետ կլինի, եթե նա իր հետ տանի այն համակարգը, որում իշխում է: Պնդումն ինքնին ճիշտ է, եթե այն կտրենք կոնտեքստից: Իսկապես, եթե օրինակ Սարգսյանը հեռանա, բայց համակարգը շարունակի աշխատել նույն ձևով, ապա ինչ իմաստ ունի ավելորդ ցնցումների վրա ժամանակ վատնել, ինչ տարբերություն, թե երկիրը կղեկավարի Սերժ Սարգսյանը, թե ասենք Սարգիս Սարգսյանը:
Խնդիրն այլ տեղ է: Սերժ Սարգսյանը ոչ թե ղեկավարում է գոյություն ունեցող համակարգը, որը հակառակ վերը հղված հոդվածի պնդման այլևս օլիգարխիկ չէ, Սարրգսյանը ինքն է դարձել համակարգը, ներծծել է այն իր անձի ու կառավարման մեջ ՝ երկար տարիների, արդեն անվերջ թվացող պաշտոնավարման ընթացքում: Սարգսյանը Հայաստանի քաղաքական դաշտից հեռացրել է հնարավոր բոլոր ինքնավար սուբյեկտներին: Ընդդիմությունը պառակտել և թողել է միայն հիփիական ակումբ հիշեցնող ԵԼՔ-ին, որոնք կոնսենսուսի գալու խնդիր ունեն ու ամիսը չորս-հինգ անգամ զբաղված են իրար ասածները հերքել-հաստատելով:
Բացի այդ, Սարգսյանը ֆիլտրել է նաև յուրայինների ճամբարը՝ ՀՀԿ-ն դարձնելով բացառապես կաբինետային կարիերիստների հարթակ: Իսկ քիչ թե շատ ինքնավարություն ունեցող գործարար պատգամավորները ընդամենը ձայն բերելու դիմաց բիզնեսով զբաղվելու իմունիտետ են ստացել ՝ այն էլ հստակ բացատրական աշխատանքներից հետո, որ քաղաքականությամբ չփորձեն զբաղվել:
Այս իրավիճակում, ցանկացած իշխանափոխության, հեղափոխության, համակարգափոխության հարց հանգում է Սարգսյանի անձին: Սարգսյանն այս դեպքում ոչ թե անձ է, այլ համակարգ: Այդպես է ստացվել հենց իր պատճառով, որովհետև ինքն է նախընտրել համակարգը ղեկավարելու փոխարեն դառնալ հենց համակարգ՝ կարծելով, որ այդպես ավելի հեշտ կլինի: Իսկ այս ամենի քարոզչական հիմնավորումը իր անփոխարինելիության մասին քննարկումներն են ՝ չարյաց փոքրագույնի կոնտեքստում:
Իշխանափոխությունը ինքնանպատակ ու պարտադիր պրոցես չէ, գուցե այն պետք չէ Հայաստանին կամ շատ է պետք: Սա առանձին քննարկման հարց է: Բայց եթե դրվում է նման հարց, ապա երկար բարակ քաղաքագիտական հնարքների դիմելու կարիք չկա ՝ համակարգն այլևս ամփոփված է մեկ անձի մեջ և համակարգը փոխել նշանակում է ապահովել այդ անձի ապահով օտարումը քաղաքականությունից:
