Հայաստանը երբեք հետ չի կանգնել ձեռք բերված համաձայնություններից եւ տրամադրված է Ռուսաստանի եւ ԵԱՀԿ Մինսկի խմբի մյուս համանախագահող երկրների հետ շարունակել ջանքերը՝ ուղղված ղարաբաղյան հակամարտության բացառապես խաղաղ կարգավորմանը: «Արմենպրես»-ի հաղորդմամբ՝ Ռուսաստանի Դաշնության արտաքին գործերի նախարար Սերգեյ Լավրովի հետ համատեղ ասուլիսի ժամանակ այս մասին հայտարարեց Հայաստանի Հանրապետության ԱԳ նախարար Էդվարդ Նալբանդյանը:
Լրագրողի հարցին ի պատասխան, թե ըստ ԶԼՄ-ների տեղեկությունների՝ նախկին հանդիպումների ժամանակ Ադրբեջանի արտգործնախարար Էլմար Մամեդյարովը հայտարարել էր, որ միտված է հակամարտության հնարավորինս արագ լուծմանը, եւ եթե Հայաստանը նման ցանկություն եւս ունի, ապա որն է խնդիրը, Էդվարդ Նալբանդյանն ասաց.
«Խնդիրն այն է, որ գործը խոսքերին համընկնի եւ չշեղվի խոսքերից: Հիշեցնեմ մի քանի նման օրինակ՝ Կազան: Կազանի նախօրեին մենք հանդիպեցինք արտգործնախարարների մակարդակով երեք-չորս անգամ, որպեսզի հիմնական սկզբունքների տեքստը համաձայնեցնեինք հետագայում այն նախագահներին ներկայացնելու համար: Գագաթնաժողովից տասը օր առաջ մենք ստացանք ուղեկցող նամակ՝ ներառյալ տեքստերը. հատուկ ամփոփված էր այն, որ տեքստերի մեջ փոփոխություն չի մտցվելու: Ադրբեջանցիները Կազան ժամանեցին տասը-տասներկու փոփոխություններով, այսինքն՝ մեկ քայլ հետ կանգնեցին մեր համաձայնությունից: Սա առաջին անգամը չէր. դա եղել էր 2011 թվականի մարտին Սոչիում, դրանից առաջ՝ Աստրախանում եւ Սանկտ Պետերբուրգում: Բառացիորեն, Վիեննայում եւ Սանկտ Պետերբուրգում վերջին հանդիպումների ժամանակ (2016թ. ապրիլյան քառօրյա ռազմական գործողություններից հետո- խմբ.) մենք համաձայնության եկանք որոշ հարցերի շուրջ, իսկ Ադրբեջանը կրկին մեկ քայլ հետ կանգնեց: Նրանք ամեն անգամ հաստատում են, որ խնդիր չկա, որ ֆինանսավորվի Անջեյ Կասպրշիկի թիմի ընդլայնումը, սակայն չորս անգամ արգելափակել են գործընթացը բյուջետային հանձնաժողովում»,-ասաց ՀՀ արտգործնախարարը:
Էդվարդ Նալբանդյանի խոսքով՝ ադրբեջանցիները ամեն կերպ չեն ուզում հիշատակել այն երեք հիմնական սկզբունքները, որոնց շուրջ համաձայնության են եկել նախկինում, այն է՝ ուժի եւ սպառնալիքի չկիրառումը, տարածքային ամբողջականությունը եւ ինքնորոշման իրավունքը:
«Մենք համաձայնել ենք, ի դեպ՝ ոչ միայն Հայաստանը, այլեւ Ղարաբաղը եւ Ադրբեջանը, կրակի դադարեցմանը, իսկ Ադրբեջանը, ամեն ճիշտ ու սուտ գործածելով, փորձում է համաձայնություններից հետ կանգնել: Լավ կլիներ, իհարկե, եթե խոսքերը համապատասխանեին գործերին: Հուսամ՝ նրանք կփոխեն այդօրինակ դիրքորոշումը եւ ցանկությունը կսկսեն մարմնավորել իրենց գործերում»,-եզրափակեց ՀՀ արտգործնախարարը:
Նոյեմբերի 20-21-ը ՀՀ արտգործնախարար Էդվարդ Նալբանդյանի հրավերով պաշտոնական այցով Հայաստանում է ՌԴ արտգործնախարար Սերգեյ Լավրովը:
