Պաշտպանության ոլորտի հատկացումների 17 տոկոսանոց աճը կուղղվի խաղաղության ու ներդրումների ապահովմանը

Պաշտպանության ոլորտին հատկացվող միջոցների ավելացումը 2018 թվականի պետական բյուջեում` ուղղված է ապահովելու բնակչության անվտանգությունն ու ներդրումների աճը: «Արմենպրես»-ի փոխանցմամբ` լրագրողների հետ հանդիպմանն ասաց Ազգային ժողովի ֆինանսավարկային և բյուջետային հարցերի մշտական հանձնաժողովի նախագահ Գագիկ Մինասյանը: Նրա դիտարկմամբ, եթե պաշտպանության ոլորտին 2016-ին հատկացվել է 225 միլիարդ դրամ, 2017-ին` 209 միլիարդ, ապա 2018-ին նախատեսվում է 246,8 միլիարդ դրամի ներդրում: Հատկացումների աճը 2017-ի նկատմամբ 17 տոկոս կկազմի: «Աճը պայմանավորված է երկու հանգամանքով: Եթե մենք փորձում ենք ներդրումներ ապահովել, ինչը մեր տնտեսական աճի հիմնական խթանիչն է լինելու, ապա ներդրողը պետք է ապահովված լինի հնարավոր նեգատիվ զարգացումներից, իսկ պաշտպանության ոլորտում ոչ բարվոք վիճակը ներդրողների համար չափազանց վտանգավոր է: Միաժամանակ մենք ունենք չկարգավորված խնդիր, և այս հատկացումներով ապահովելու ենք մեր ազգաբնակչության խաղաղ կենսագործունեությունը, մեր զինվորների խաղաղ ծառայությունը»,-ասաց Գագիկ Մինասյանը:
2017-ի համեմատ հաջորդ տարվա պետական բյուջեի աճը շուրջ 100 միլիարդ դրամ է, որը, բացի պաշտպանության ոլորտից, կուղղվի նաև տնտեսական հատվածին, մասնավորապես, գյուղատնտեսությանը, ճանապարհների կառուցմանն ու ոռոգման համակարգին:
Պատգամավորը նշեց, որ առաջիկա քառօրյայում, որը կմեկնարկի դեկտեմբերի 5-ին, քննարկման կդրվի կառավարության կողմից 2018 թվականի պետբյուջեի լրամշակված տարբերակը` հիմնված պատգամավորների առաջարկների վրա:
2018 թվականի պետական բյուջեի նախագծով մուտքային մասը կկազմի 1 տրիլիոն 307 միլիարդ դրամ, ծախսային մասը` 1 տրիլիոն 464 միլիարդ դրամ, դեֆիցիտը` 156 միլիարդ դրամ: Նախատեսվում է ապահովել 4.5 տոկոսանոց տնտեսական աճ, գնաճը կանխատեսվում է 4 ± 1.5 տոկոս, դեֆիցիտը ՀՆԱ-ի նկատմամբ կազմելու է 2.7 տոկոս, նախորդ տարվա համեմատ բյուջեի աճը`շուրջ 100 միլիարդ դրամ:
