ՊԵԿ-ը շարունակում է իր կոշտ դիրքորոշումը ՝ պնդելով, որ գործում է բացառապես օրենքի շրջանակում: Օրենքները, մանավանդ հարկային օրենքներն այնքան խրթին են, որ այդ շրջանակը հարկային տեսուչը կարող է ընդարձակել ինչքան ասես: Խնդիրը ավելի շատ մոտեցման և առողջ բանականության մեջ է:

Ոչ ոք չի ասում, թե հարկեր մուծելը սխալ է, կամ փոքր բիզնեսում չեն կարող հարկային անհարթություններ լինել: Բնականաբար կան նման անհարթություններ, բայց ՊԵԿ խնդիրը միայն դրանք վերացնելը չէ ամեն գնով, այլ հասկանալ ինչու կան այդ անհարթությունները և արդյոք դրանց վերացումը չի նշանակի ընդհանրապես բիզնեսի վերացում:

Այն, որ ՊԵԿ կոշտ քաղաքականության հետևանքով տուժող գործարարները հղում են կատարում գազի ոլորտում ահռելի կորուստներին, պատահական չէ: Նրանք ցանկանում են կոշտ հարկային քաղաքականության հետևում առնվազն արդարություն տեսնել, հասկանալ, թե ինչու են փոքր բիզնեսները ընկնում այդ կոշտության տակ, իսկ մեծերը ՝ ոչ: Բայց փոխարենը տեսնում ենք խտրականության դրսևորում:

Այդ խտրականությունն արտահայտվում է նաև կառավարության բյուջեի տեսքով, երբ գործուղումների ու աշխատակազմի մեքենաներին հատկացվող գումարներն աճում են, իսկ կրթությանը և առողջապահությանը տրվող գումարները նվազում:

ՊԵԿ-ից նշում են, թե խնդիրը քաղաքական չէ: Բայց խնդիրը հենց քաղաքական է: Ցանկացախ կոշտ քաղաքականություն կարող է մարսվել, եթե դրա հիմքում կա հավասարության և արդարության զգացում: Քան այդ զգացումը չկա, կոշտ քաղաքականությունը բացահայտելու է իր խտրական բնույթը:
