Հայ դատի Եվրոպայի հանձնախմբի գրասենյակի նախագահ Գասպար Կարապետյանը գոհունակություն է հայտնում Եվրոպական Խորհրդարանի լիագումար նիստում նոյեմբերին Բրյուսելում կայանալիք Արևելյան գործընկերության գագաթաժողովին ընդառաջ ձայների ճնշող մեծամասնությամբ ընդունված բանաձևի կապակցությամբ, որտեղ արդեն երկրորդ անգամ ուղղակի տեքստով ճանաչվել է Արցախի ժողովրդի ինքնորոշման իրավունքը:

«Արմենպրես»-ի հետ զրույցում Կարապետյանը հիշեցրեց, որ գալիք շաբաթ գումարվելու է Եվրոպական միության և Արևելյան գործընկերության  գագաթնաժողովը, որի ընթացքում նախատեսվում է Հայաստանի և ԵՄ-ի միջև ստորագրել համագործակցության նոր համաձայնագիրը:

«Ընդհանրապես նման գագաթնաժողովներից առաջ Եվրոպական խորհրդարանը բանաձևով իր տեսակետներն է հայտնում և առաջարկությունները ներկայացնում՝ գործընկերության շարունակության շուրջ: Այս տարի էլ ունեցանք քվեարկություն Եվրոպական խորհրդարանում ու այդ բանաձևում անդրադարձ է կատարվում Արցախի հարցին՝ հայտնվում է հավասարակշռված տեսակետ: Այնտեղ նշվում է, որ Եվրոպական միությունը և Եվրոպական խորհրդարանը աջակցում են ԵԱՀԿ Մինսկի խմբի համանախագահների աշխատանքին՝ ընդգծելով, որ ղարաբաղյան հակամարտության շուրջ բանակցությունները պետք է անցկացվեն երեք հիմնական սկզբունքների շուրջ, որոնք են՝ ուժի չկիրառումը, ինքնորոշման իրավունքը, տարածքային ամբողջականությունը: Սա հավասարակշռված բանաձև է: Մենք գոհունակություն ենք հայտնում, քանի որ բանակցություններն ընթանում են այս երեք սկզբունքների հիման վրա»,- ասաց Կարապետյանը՝ կարևորելով նաև բանակցություններին Արցախի մասնակցությունը:  

Հայ դատի Եվրոպայի հանձնախմբի գրասենյակի նախագահը նշեց, որ բանաձևը սխալ մեկնաբանությամբ նախապես քվեարկվել էր Եվրոպական խորհրդարանի արտաքին հարաբերությունների հանձնաժողովում, սակայն Հայաստանի դեսպանության և Հայ դատի հանձնախմբի համակարգված աշխատանքների արդյունքում փոխվել է այն: «Սկզբում բանաձևում նշվում էր միայն ուժի կիրառման բացառումն ու տարածքային ամբողջականության սկզբունքը: Մեր աշխատանքների արդյունքում հնարավոր եղավ պատասխանատուներին համոզել, որ պետք է լինել արդար, հավասարակշռված ու նշել նաև ազատ ինքնորոշման իրավունքը, ինչը հիմնական սկզբունքներից մեկն է, որոնց հիման վրա տեղի են ունենում բանակցությունները»,- ասաց Կարապետյանը:

Այս բանաձևն իրենից մեծ կարևորություն է ներկայացնում, քանի որ Արևելյան գործընկերության բրյուսելյան գագաթաժողովին ընդառաջ այն սահմանում է համագործակցության ակնկալիքները, ինչպես նաև ուրվագծում է Արևելյան գործընկերության հետագա զարգացման տրամաբանությունը, ուստի զարմանալի չէր, որ ադրբեջանական կողմը, մեծ ջանքեր էր ներդրել բանաձևի հիմնական ուղերձը և դրա տրամաբանությունը խաթարելու համար:
