Ո՞վ էր խանգարում ընդդիմադիր քաղաքական ուժերին, սահմանադրական փոփոխությունների ժամանակ ձևավորված հանրային մոբիլիզացիայի ընթացքում քննարկման սեղանին խնդիրների մի ամբողջ փաթեթ ներկայացնելու և իշխանությունների վրա ճնշում գործադրելով ստիպելու, որ դրանք ընդունվեն ու կյանքի կոչվեն, հարցնում է քաղաքագետ Ստյոպա Սաֆարյանը:

«Ընդդիմությունը լուրջ բացթողումներ արեց, որի պտուղները դեռ երկար ժամանակ կճաշակեն: Ամենակարևորներից մեկը քաղաքական կուսակցությունների ֆինանսավորման հարցն էր, որն աչքաթող արվեց: Եվ երբ ընդդիմությունն այսօր ասում է, որ ֆինանսավորման բացակայության պատճառով են իրենք թուլացել, ապա պետք է նաև հասկանան, որ նման հարցերը լուծելու պահն ու ժամանակը բաց են թողել:Սահմանադրական փոփոխությունների ժամանակ իշխանությունները խնդրում էին նրանց միանալ այդ քննարկումներին: Դրա դիմաց ընդդիմությունը կարող էր որևէ բան ստանալ, եթե չկենտրոնանար միայն ԱԺ ընտրությունների վրա»,– ասաց Ս. Սաֆարյանը: 

Եվ իրոք, այն ժամանակ ընդդիմության պահվածքից ու վարքագծից երևում էր, որ նրանց խնդիրն ընդամենը ԱԺ–ում աթոռ ունենալն է: Եվ դրա համար պատրաստ էին անգամ ամենաանհավանական խոստումները շռայլել, իսկ սահմանադրական փոփոխությունները նրանց համար հերթական շոու կազմակերպելու առիթը դարձավ: Եվ փոխանակ իշխանությունների հետ կռիվ տալու, բերանները ջուր առած լռեցին, հետո որևէ բառ չասելով միացան իրար ու հասարակությանը սկսեցին կոչ անել, որ «ոչ» քվեարկեն, լավ հասկանալով, որ Սահմանադրությունը, միևնույն է, անցնելու է, իսկ իրենց անգործությունը կրախի է մատնելու ողջ քաղաքական կյանքը:

Քաղաքագետի կարծիքով ողբերգություն է, երբ որևէ քաղաքական ուժի այդպես էլ չի հաջողվում պայքարն ու վեճերը փողոցից այլ հարթակ տեղափոխել:

«Ցավոք, ընդդիմությունը խաղի կանոնները փոխելու խնդիր այդպես էլ չդրեց, իսկ իշխանություններն էլ այն ձևեց այնպես, ինչպես իրեն էր պետք՝ դեպի կուսակցականապետություն: Չդրվեց այլընտրանքային ծրագրի շուրջ համախմբվելու հարց: Դրա փոխարեն Սերժ Սարգսյանի անձի դեմ համախմբվելու ծրագիր սկսեցին և ով նրանից վառված էր, բոլորին ասում էին եկեք միացեք մեզ, որ միասին կարողանանք տապալել նրա իշխանությունը»,–ասաց Ս.Սաֆարյանը:

Քաղաքագետը ԱԺ ընտրություններից առաջ էլ բազում առիթներով տեսակետ էր հայտնել, որ «օրօ»–յանման դաշինքները երբեք էլ կայուն չեն լինում: Եվ եղավ այն, ինչ պետք է լիներ: Անգամ որևէ արտառոց բան չպատահեց: Ընդամենը պարտվեցին: Եվ ասֆալտը դղրդացնող այդ դաշինքն այլևս չկա:

«Եթե դա լիներ ծրագրային դաշինք, ես վստահ եմ, որ կշարունակեր այլ ուղիներ փնտրել իր գործունեությունն առաջ տանելու համար: Այսինքն, եթե ընտրությունը հռչակվում է որպես վերջին ճակատամարտ ընդդեմ կոնկրետ անձի, ապա սովորաբար պարտվում են, ու բոլորը գնում են իրենց տները: Եվ այդպես էլ եղավ, բայց ցավալին այն է, որ մենք կրկին բավականին անարդյունավետ օգտագործված ժամանակ և ռեսուրս կորցրեցինք, որը վերականգնելը բավականին դժվար կլինի»,– ասաց Ստյոպա Սաֆարյանը:
