Վարդան Արամյանը ներկայացրեց ՀՀ 2018 թ. պետական բյուջեի նախագծի հիմքում ընկած երեք հենասյուները

Ազգային ժողովի լիագումար նիստում մեկնարկել են Հայաստանի Հանրապետության 2018 թ. պետական բյուջեի նախագծի քննարկումները: Հիմնական զեկուցողը՝ ՀՀ ֆինանսների նախարար ՎարդանԱրամյանը ներկայացրեց երեք հենասյուները, որոնք հիմք են հանդիսացել բյուջեի նախագիծը կազմելու համար: «Առաջին հենասյունը տնտեսական աճին միտված հարկաբյուջետային քաղաքականությունն է: Մենք մի քանի անգամ ասել ենք, որ բյուջեն ոչ միայն հոսքերի աղյուսակ է, այլև մակրոկառավարման կարևորագույն գործիք, և խելամիտ է այն մոտեցումը, որ հարկաբյուջետային քաղաքականությունը լինի տնտեսական աճին միտված»,- «Արմենպրես»-ի հաղորդմամբ՝ նշեց Արամյանը:
Նախարարն ընդգծեց, որ 2014 թ. հետո Հայաստանի տնտեսության վրա մեծ ազդեցություն են ունեցել արտաքին տնտեսական շոկերը՝ ընդգծելով, որ իրենց առջև խնդիր էին դրել այդ շոկերն անցնելուց հետո իրականացնել տնտեսությունը կայունացնող քաղաքականություն: «Դա, կարծես, ստացվում է, սակայն դա բավական չէ, որ մենք կարողանանք մեր առջև ծառացած սոցիալական խնդիրներին լուծում տալ: Մեզ անհրաժեշտ է բարձր տնտեսական աճ՝ առնվազն 5 տոկոս: Իսկ դրա համար մենք պետք է իրականացնենք տնտեսական աճին միտված հարկաբյուջետային քաղաքականություն»,- մանրամասնեց նախարարը:
Երկրորդ հենասյունը կանոնների վրա հիմնված հարկաբյուջետային քաղաքականությունն է, որի հիմքում տնտեսական աճն է, երկրի անվտանգությունը և սոցիալական նպատակայնությունը: «Մենք կարծում ենք, որ սոցիալական խնդիրների լուծման լավագույն տեսլականը ներառական տնտեսական աճ ստեղծելն է: Դա ոչ միայն սոցիալապես անապահով մարդուն աջակցելն է, այլև պայմանների ստեղծումը, որպեսզի այն մարդիկ, ովքեր ունակ են եկամուտներ գեներացնել, հնարավորություն ունենան գեներացնել այդ եկամուտները»,- ասաց Վարդան Արամյանը:
Նախարարը տնտեսության համար կարևորեց երկրի անվտանգությունը: Նա ընդգծեց, որ տնտեսական աճը կարելի է ապահովել ներդրումների միջոցով, իսկ ներդրումներ անում են այն երկրում, որտեղ ինչպես մակրոտնտեսական միջավայրի, այնպես էլ անվտանգության կայունություն կա: Այս առումով Արամյանը կարևորեց երկրի պաշտպանունակության բարձր մակարդակի ապահովումը:
Երրորդ հենասյունը հաշվեկշռված եկամտային քաղաքականությունն է: «Բյուջեի եկամուտների հիմնական բեռն ընկել է հարկերի վրա: Մենք հիմնականում աճ ենք ունենալու ի հաշիվ հարկային հավաքագրումների: Սակայն պետք է նաև հաշվի առնել, որ հարկերը հավաքվում են տնտեսությունից, և, եթե կանխատեսումները և մոտեցումները լինեն խեղված, մեծ է ռիսկը, որ մենք կարող ենք տնտեսության մեջ խեղումներ մտցնել: Եթե տնտեսավարողը չունի հարկային պարտավորություններ, և դու փորձում ես ամեն գնով նրանից գումարներ կորզել, դա կարող է հանգեցնել նրան, որ կլինեն հարկային գերավճարներ, ինչը մեր քաղաքականության հիմնական սկզբունքներին դեմ է: Հետևաբար, մենք կարծում ենք, որ հարկային քաղաքականությունը և վարչարարությունը պետք է լինեն ադեկվատ»,- պարզաբանեց նախարարը:
