Գաղտնիք չէ, որ Հայաստանում մնացել են այն մարդիկ, ովքեր կարողանում են նվազագույն պայմաններով լուծել սեփական կենսական խնդիրները, կամ պարզապես տոմսի փող չունեն, որպեսզի գնան այս երկրից: Իմ կողմից մատնանշված առաջին խմբի մեջ են մտնում նաև մանր ու միջին բիզնեսի ներկայացուցիչները: Կառավարությունը բազմիցս հայտարարել է, որ իր ուշադրության կենտրոնում է պահում փոքր ու միջին ձեռնարկատերերին: Բայց այն, ինչ այժմ անում են այդ ոլորտի նկատմամբ, բացահայտ տեռոր է:

Ինչպես գիտենք, հարվածի տակ են ընկել հիմնականում առևտրականները: Զարգացած երկրներում, սովորաբար կառավարությունները օգնում են միջին և մանր ձեռնարկատերերին: Ազատում են հարկերից: Պետական ֆինանսավորում տալիս և այլն: Սակայն այն ինչ անում է այս կառավարությունը, ավելի քան ջեբկիրություն որակել չի կարելի: Սա խայտառակության գագաթնակետն է, որն ուղեկցվում է հարկային տեռորով: Այն, որ հարկային մարմինները վարում են շատ կեղտոտ քաղաքականություն, դա փաստ է և գիտենք վաղուց: Մեր նախորդ հոդվածներում, կառավարությանը ցույց ենք տվել այն ոլորտները, որոնք կարող են բերել հարկային դաշտ ու կարգավորել բյուջեի խնդիրները: 

Սակայն, մի տեսակ տպավորություն է ստեղծվում, որ կառավարության համար մեկ պատասխանատուն, որը խոստացել էր վերացնել մոնոպոլիաները, ստեղծել ազատ մրցակցային տնտեսություն և այլն, մասնակի ամնեզիա ունի և ոչինչ չի հիշում: Հասկանալի է, որ ծրագիրը տապալած անձը, այլ բան չունի անելու, քան օրվա հացի հարց լուծող առևտրականներից վերջին կոպեկները թալանել:

Հայտարարությունների ժամին, այս խնդիրը բարձրացրեցին նաև «Ծառուկյան» դաշինքի պատգամավորները: Նրանց ճիշտ և սուր հարցադրումներին, նիստը նախագահող Շարմազանովը որևէ հակափաստարկ չկարողացավ բերել: Նաիրա Զորաբյանը շատ դիպուկ ուղղորդեց կառավարությանը դեպի մոնոպոլիաների ոլորտ: Ավելին՝ խմբակցության պատգամավորները շատ պարզ մատնանշեցին այն վտանգները, որոնք կարող են լինել այս քաղաքականության արդյունքում: Ի մասնավորի՝ արտագաղթի ավելացում:

Սա կարծես գաղտնիք չէ ոչ մեկի համար, սակայն էշի համառությունը երբեմն բնորոշ է իշխանություններին: Իսկ ի՞նչ են պատասխանում իշխանությունները: Ոչինչ: Հարգելի ընկերներ: Ոչ, ներեցեք, նրանք մի բան լավ են կարողանում անել՝ անջատել խոսափողերը, որպեսզի մի քանի հազար մարդուն վերաբերվող խնդիրը հանրային չդառնա: Դրա մասին ոչ մեկ չլսի: Ինչպես լինում է միշտ՝ հարցերը լուծում չստանան: Սա ընդամենը տղայական դրսևորում է: Ավելին սպասելը դժվար էր: Կարգավորումը մեկն է: Կամ իշխանությունները կհասկանան իրականում որ չի կարելի սեփական քաղաքացիների հետ խոսել տեռորի լեզվով կամ սոցիալական բունտի պարագայում առաջացած հետևանքների միակ պատասխանատուն դառնալու են նրանք՝ հերթական խարանը կրելով ճակատին:
