Նույնականացման քարտերով քվեարկությանը կարող է մասնակցել 182 հազար 391 քաղաքացի

 Ընտրական օրենսգրքում և «Նույնականացման քարտերի մասին» օրենքում փոփոխություններն արվում են, որպեսզի Հայաստանի 182 հազար 391 քաղաքացիներ, ովքեր ունեն միայն նույնականացման քարտ, կարողանան մասնակցել սահմանադրական բարեփոխումների հանրաքվեին: Այս մասին Ազգային ժողովում ՀՀ ընտրական օրենսգրքում և «ՆույնականաÖ �ման քարտերի մասին» օրենքում փոփոխություններ  և լրացումներ կատարելու մասին օրենսդրական փաթեթի քննարկման ժամանակ ասաց ԱԺ պետաիրավական հարցերի մշտական հանձնաժողովի նախագահ, հիմնական զեկուցող Հովհաննես Սահակյանը՝ պատասխանելով ՕԵԿ խմբակցության քարտուղար Մհեր Շահգելդյանի հարցին: «Այդ քաղաքացներն ունեն միայն նույնականացման քարտ: Սա շատ կարևոր խնդիր է, որ դրվել է մեր սեղանին, և դուք էլ մասնակցել եք այդ քննարկումներին, որոնց ժամանակ բոլորս էլ հասկացել ենք, որ այդ քաղաքացիներին պետք է թու յլ տանք մասնակցել քվեարկությանը»,-ընդգծեց Սահակյանը:

Անդրադառնալով պատգամավորի դիտարկմանը, թե նույնականացման քարտերով քվեարկությանը մասնակցելը ռիսկային է, քանի որ կարող են լինել կրկնակի քվեարկություններ՝ հաշվի առնելով այն հանգամանքը, որ նույնականացման քարտերը չեն դրոշմակնքվելու, Հովհաննես Սահակյանն ասաց. «Այսօրվա ընտրական օրենսգիրքը հնարավորություն է տալիս, որպեսզի մենք պատշաճ վերահսկողություն իրականացնենք: Դրոշմակնիքը այդ վերահսկողության գործիքներից ընդամենը մեկն է: Դրոշմակնիքի առկայության պայմաններում արդյոք չկա՞ն դժգոհություններ, որ լինում են կրկնակի քվեարկություն ներ: Իհարկե, կան: Հետևաբար, մենք պետք է կարողանանք ձևավորել ընտրական մշակույթ, պետք է կարողանանք մեր լծակներով բոլորս միասին վերահսկել ընտրական գործընթացները»,- հավելեց Սահակյանը:

Նա մանրամասնեց, որ ընտրացուցակները հանրաքվեից 40 օր առաջ փակցվում են ընտրատեղամասերում, իսկ դիտորդները և վստահված անձինք հանձնաժողովի անդամներին հավասար իրավունքներ ունեն՝ բացառած քվեարկության իրավունքը: «Նրանք կարող են տեսաձայնագրել ողջ ընտրական գործընթացը: Ցանկացած պահի նրանք կարող են մոտենալ և պահանջել քվեարկությանը մասնակցած մարդու անձը հաստատող փաստաթուղթը, համոզվել, որ դա հենց նրա փաստաթուղթն է, եթե կան նման կասկածներ: Հենց նման եղանակով կարելի է վերահսկել ընտրական գործընթացը»,- ասաց Հովհաննես Սահակյանը:

Մհեր Շահգելդյանի առաջարկին, որ կարելի է միայն նույնականացման քարտեր ունեցող անձանց համար թղթե կրիչների վրա տպել անձնագրեր և տրամադրել նրանց հանրաքվեին մասնակցելու, Հովհաննես Սահակյանը նշեց, որ այդ հարցը ևս քննարկվել է: «Մենք այդ հարցը քննարկել ենք: Ես ինքս մի քանի նման տարբերակներ եմ առաջարկել: Սակայն, հավատացնում եմ ձեզ, որ ընտրական գործընթացը կազմակերպող անձանց հետ քննարկումների արդյունքում եկել ենք այն եզրակացության, որ դա ավելի խառնաշփոթ է առաջացնելու, խաթարելու է ընռրական գործընթացը: Մենք այստեղ ունենք մեկ խնդիր: Դեկտեմբերի 6-ին ունենք հանրաքվե և ունենք քաղաքացիներ, ովքեր անձնագիր չունեն և ունեն միայն նույնականացման քարտ»,- եզրափակեց  Սահակյանը:
