Ազգային ժողովում այսօր ժամը 21:00-ին հրավիրվել է պաշտպանության, ազգային անվտանգության եւ ներքին գործերի մշտական հանձնաժողովի արտահերթ նիստ:
Այժմ ընթացքող նիստի օրակարգում երեք հարց է, այդ թվում «Սահմանված կարգի խախտմամբ պարտադիր զինվորական ծառայություն չանցած քաղաքացիների մասին» օրենքի նախագծի լրամշակված տարբերակը:
Հիմնական զեկուցող Կարինե Աճեմյանի ներկայացմամբ, մինչեւ 27 տարին լրանալը պարտադիր զինվորական ծառայությունից խուսափող անձանց հաջորդ տարվանից հնարավորություն չի տրվի վճարի դիմաց ազատվել հետախուզումից: Օրինագծի լրամշակված տարբերակի համաձայն՝ առաջարկվում է այդ ժամկետը սահմանափակել 2017 թվականի դեկտեմբերի 1-ով:
Առաջարկվող մեկ այլ փոփոխությամբ նախատեսվում է, որ օրենքը կտարածվի այն քաղաքացիների վրա, որոնց նկատմամբ պարտադիր զինվորական ծառայությունից խուսափելու հիմքով օրեքնով սահմանված կարգով հարուցված է քրեական հետապնդում:
Նվազեցվում է նաեւ պարտադիր զինվորական ծառայություն չանցած քաղաքացու նկատմամբ հաշվարկվող գումարի չափը: Գործող օրենքի համաձայն, պարտադիր զինվորական ծառայություն չանցած եւ 27 տարին լրացած զինապարտ քաղաքացիները յուրաքանչյուր զորչակոչի դիմաց պետք է մուծեն վճար՝ նվազագույն աշխատավարձի հարյուրապատիկի չափով: Փոփոխությունների նախորդ նախագծով առաջարկվում էր այդ գումարը դարձնել նվազագույն աշխատավարձի հինգհարյուրապատիկի չափ:
Այսօր հրավիրված արտահերթ նիստում պարզվեց, որ զիջումներ են եղել նաեւ զինծառայությունից խուսափած քաղաքացիներից գանձվող վճարների չափի հարցում: Օրենքի փոփոխության նախորդ նախագծով առաջարկվում էր, որ պարտադիր զինծառայությունից խուսափած քաղաքացիները յուրաքանչյուր զորակոչի համար վճարեն նվազագույն աշխատավարձի հինգհարյուրապատիկի չափով (500 000 դրամ): Լրամշակված տարբերակով նախատեսվում է այդ թիվը նվազեցնել դարձնելով նվազագույն աշխատավարձի երկուհարյուրապատիկի չափով (200 000 դրամ): Իսկ առայժմ գործող օրենքով սահմանվում է, որ պարտադիր զինծառայությունից խուսափած քաղաքացիները յուրաքանչյուր զորակոչի համար պետք է վճարեն նվազագույն աշխատավարձի հարյուրապատիկի չափով (100 000 դրամ):
«Սահմանված կարգի խախտմամբ պարտադիր զինվորական ծառայություն չանցած քաղաքացիների մասին» օրենքի նախագծի լրամշակված տարբերակին ԱԺ պաշտպանության, ազգային անվտանգության եւ ներքին գործերի մշտական հանձնաժողովը քվեարկությամբ հավանություն տվեց:
