Վիգեն Սարգսյանը ուսանողական, երիտասարդական և հասարակական կառույցների ներկայացուցիչների հետ քննարկել է տարկետման հարցը

Նոյեմբերի 7-ին ՀՀ ՊՆ վարչական համալիրում կայացել է ՀՀ պաշտպանության նախարար Վիգեն Սարգսյանի հանդիպումը ուսանողական, երիտասարդական, հասարակական կառույցների ներկայացուցիչների հետ։

Ինչպես հայտնում են, ՀՀ ՊՆ Տեղեկատվության և հասարակայնության հետ կապերի վարչությունից։

Հանդիպման ընթացքում ՀՀ պաշտպանական գերատեսչության ղեկավարը ներկայացրել է «Պաշտպանության մասին» և «Զինվորական ծառայության և զինծառայողի կարգավիճակի մասին» օրենսդրական նոր նախագծերի շրջանակում նախատեսվող փոփոխությունները, մասնավորապես՝ անդրադարձել զինվորական ծառայության և ուսումնական տարկետման շաղկապման հարցերին, «Ես եմ» և «Պատիվ ունեմ» ծրագրերով նախատեսվող այլընտրանքային ծառայության դրույթներին և առանձնահատկություններին: 

ՀՀ պաշտպանության նախարար Վիգեն Սարգսյանը շեշտել է, որ թեև որոշ կառույցներ և ուժեր փորձում են նենգափոխել ու այլ հարթության մեջ ներկայացնել մեր երկրի պաշտպանության ու անվտանգության համար չափազանց կարևոր օրենսդրական նոր նախաձեռնությունների գաղափարն ու բովանդակությունը, իրականում փոփոխությունների հիմնական նպատակը զինվորական ծառայությանն ու կրթությանը նոր որակ հաղորդելն է։

Վիգեն Սարգսյանը ևս մեկ անգամ ընդգծել է, որ բուհական տարկետումների ներկայիս համակարգը թերի է և ծնում է անարդարության բազմաթիվ դրսևորումներ, իսկ նոր օրենքներով առաջին անգամ հավասարության նշան է դրվում պետական և մասնավոր բուհերում սովորող ուսանողների միջև՝ նրանց առաջարկելով ֆինանսական շոշափելի փոխհատուցման փաթեթով այլընտրանքային զինվորական ծառայության տարբերակներ՝ չստեղծելով որևէ խոչընդոտ բացառիկ կարողություններ ունեցող ուսանողների և գիտությամբ զբաղվել ցանկացող երիտասարդների համար։

Պաշտպանության նախարարը նկատել է, որ ուսանողների այն մտահոգությունները, թե իբր նոր օրենքներով տարկետում հասկացությունը վերանալու է, բնավ իրականությանը չի համապատասխանում։ Ուսումնական տարկետումը չի վերացվում, այլ կրթություն ստանալ ցանկացող, դրա անընդհատությունը կարևորող քաղաքացիներին, ովքեր ուսումն ավարտելուց հետո պետք է բակալավրի աստիճանով զորակոչվեն բանակ, առաջարկվում է բանակ զորակոչվել որպես սպա, դրա դիմաց ստանալ աշխատավարձ, ուսման ծախսերի փոխհատուցում բակալավրիատում, իսկ հետո` նաև մագիստրատուրայում։

Անդրադառնալով այսօր ԵՊՀ կենտրոնական մասնաշենքի առջև հայտարարված դասադուլին և ուսանողների պահանջներին, ՀՀ պաշտպանության նախարարը նկատել է, որ յուրաքանչյուր քաղաքացի ունի սեփական կարծիքն ունենալու և այն արտահայտելու իրավունք, և որ ընդդիմախոս երիտասարդները նույնպես հրավիրվել են, սակայն դասադուլ հայտարարած նախաձեռնող խմբի որևէ անդամ հանդիպմանը չի ներկայացել։

Վիգեն Սարգսյանը պատասխանել է նաև հանդիպման մասնակիցների հարցերին՝  նշելով, որ պաշտպանության նախարարությունը մշտապես բաց է հասարակական քննարկումների, խնդրահարույց հարցերի բարձրաձայնման և կարծիքների փոխանակման համար։
