Կիրակի տեղի ունեցած ՏԻՄ ընտրությունները մի շարք համայքներում, հատկապես խոշորացված համայքներում վեր հանեց իշխող կուսակցության ներսում տիրող կառուցվածքային խնդիրներ: Օրինակ, Վայոց ձորի Եղեգիս համայնքում ՀՀԿ-ի առաջադրած թեկնածուն պարտվել էր ինքնաառաջադրված մեկ այլ ՀՀԿ-ականի: Այնուհետ մայրուղի փակել, մրցակցին մեղադրել ընտրակեղծիքների դեմ: Սա ամենացայտուն օրինակն է:
Շատ համայնքներում ՀՀԿ-ական միաժամանակ երկու թեկնածուներ էին պայքարում իրար դեմ: Համայքների խոշորացումը բերել է մի իրավիճակ, երբ միաժամանակ մի քանի հանրապետականի այլևս ադմինիստրատիվ ռեսուրսը չի հերիքում: Կային նաև այսպես ասած անկուսակցական թեկնածուներ, որոնք իրականում գործառույթներով ՀՀԿ-ականներ են, պարզապես Մելիք-Ադամյանի փոխարեն վայելում են ասենք մարզպետի կամ մարզում հեղինակություն ունեցող այլ սուբյեկտների հովանավորությունը:
Սա կանխատեսելի իրավիճակ էր, հաշվի առնելով, թե ինչ սկզբունքներով են մարդիմ անդամագրվում ՀՀԿ-ին: Նաև հաշվի առնելով, որ որևէ քաղաքական ու գաղափարական կոնսենսուս չկա ՀՀԿ ներսում և այնտեղ հայտնվածներին միավորում է պարզապես ադմինիստրատիվ լծակը: Երբ այդ լծակները սեղմվում են, սկսվում են գրանցվել նաև ներկուսակցական լուրջ հակասություններ:
Հիմա շատ է խոսվում Կարապետյան-Սարգսյան հակադրության մասին: Դա ՀՀԿ ներսում եղած ամենացայտուն կոնֆլիկտն է: Բայց ՀՀԿ-ում, նաև ներքևի օղակներում այդպիսի կոնֆլիկտները շատ են: Համայնքների խոշորացման ՀՀԿ-ն լավ օրից չի գնում ` փորձում են կրճատել ծախսերը, գումարներ խնայել: Իսկ սա նշանակում է, որ լինելու են դժգոհներ և այդ դժգոհները լինելու են ոչ թե ընդդիմադիրները, այլ կուսակից իշխանության ներկայացուցիչներ:
