Վահան Մովսիսյան. «Մեկ թեկնածուով ընտրություն անցկացնելը տարակուսանք է առաջացնում»

Նոյեմբերի 5–ին ՏԻՄ ընտրություններ անցկացվեցին 69 համայնքում: Թեկնածուների մեծ մասը Հանրապետական կուսակցության անդամներ էին: Նրանց մեծ մասը մրցակիցներ չի ունեցել: Այս փաստն էլ մտահոգում է Հայաստանի «Համայնքների ֆինանսիստների» միավորում ՀԿ նախագահ Վահան Մովսիսյանին:

Նա «Փաստ» օրաթերթի թղթակցի հետ զրույցում ասաց, որ մեկ թեկնածուով ընտրություն անցկացնելը տարակուսանք է առաջացնում: Այլընտրանքային ընտրություն կոչվածը բացակայել է:

«Համայնքներում կա վառ արտահայտված մեկ լիդեր, որի առաջադրվելու դեպքում մնացածները չեն փորձել թեկնածություն առաջադրել: Կամ ինչ–որ ուժեր են ազդել, որ մնացածները թեկնածություն չառաջադրեն: Հնարավոր է նաև գյուղապետերով հավաքվել են և իրենցից մեկին են որոշել առաջադրել և օգնել հաղթանակ տանել»,– մատնանշեց նա:

Ի տարբերություն համայնքի ղեկավարի՝ ակտիվություն նկատվել է ավագանիների ընտրություններում: Մեկ տեղի համար երկու թեկնածու է մրցել:

«Սա շատ լավ ցուցանիշ է, հատկապես, եթե հաշվի առնենք, որ շատ դեպքերում անհրաժեշտ հինգ թեկնածուների թիվն այդպես էլ չէր լրանում: Խնդիրն այն է, որ համայնքները ցանկանում են, որ խոշորացման դեպքում գոնե ունենան իրենց ներկայացուցիչները»,– նկատեց մեր զրուցակիցը:

Մովսիսյանը համաձայն չէ այն դիտարկմանը, թե համայնքապետի պաշտոնն այլևս հրապուրիչ չէ:

«Մի քանի գյուղ ունեն մեկ ընդհանուր կառավարման մարմին, ինքը պետք է ավելի հրապուրիչ լինի, որովհետև եթե մի գյուղն օրինակ ուներ 20 միլիոն բյուջե, միավորման դեպքում արդեն 200 միլիոն է»,– շեշտեց Վահան Մովսիսյանը:

Ըստ Կենտրոնական ընտրական հանձնաժողովի՝ տեղական ինքնակառավարման մարմինների ընտրությունների քվեարկության մասնակիցների թիվը 243335 է կազմել կամ 50,06%:

«Համայնքների ֆինանսիստների» միավորում ՀԿ նախագահի դիտարկմամբ՝ այս ընտրությանն էլ մասնակցել է այնքան ընտրող, որքան նախորդներին:

«Ոչ մի փոփոխություն չկա, նույն թվերն են համարյա»,– մատնանշեց նա:

Տեղեկացնենք, որ ընտրություններում հաղթել են ՀՀԿ–ի թեկնածուները, իսկ որոշ համայնքներում ինքնառաջադրված թեկնածուները:

Մասնակցության ամենաբարձր՝ 78,33% ցուցանիշը գրանցվել է Ենոքավան համայնքում: Իսկ ամենացածր մասնակցության ցուցանիշը՝ 15,42%, գրանցվել է Արագածոտնի մարզի Սասունիկ համայնքում:
Ի դեպ, ՏԻՄ ընտրություններում խախտումների վերաբերյալ Քննչական կոմիտեում ստացվել է 13 դիմում:
