ՀՀ քննչական կոմիտեի հատկապես կարևոր գործերի քննության գլխավոր վարչությունում քննվող քրեական գործի շրջանակներում մեղադրանք է առաջադրվել՝ «Դիլիջան ազգային պարկ» ՊՈԱԿ-ի  տարբեր պահաբաժիններում ապօրինի ծառահատումների նպատակով հանցավոր խումբ ստեղծելու և հազարավոր ծառեր հատելու համար։ Այս մասին «Արմենպրես»-ին տեղեկացրին ՀՀ քննչական կոմիտեի դեպարտամենտի տեղեկատվության և հասարակայնության հետ կապերի բաժնից:

«Դիլիջան ազգային պարկ» պետական ոչ առևտրային կազմակերպության պահաբաժիններում 2014-2017 թթ. իրականացված ապօրինի ծառահատումների դեպքերի առթիվ հարուցված և ՀՀ ՔԿ ՀԿԳ քննության գլխավոր վարչության վարույթում քննվող քրեական գործով պարզվել է, որ դրանք կրել են կազմակերպված բնույթ։

Քննությամբ ձեռք բերված փաստական տվյալների համաձայն՝ փայտանյութ իրացնելու նպատակով ծառահատումներ իրականացնելու համար 2014թ. կայուն հանցավոր խմբի  ստեղծմանը և ղեկավարմանը ներգրավվել է Դիլիջան քաղաքի 33-ամյա բնակիչը՝ բարձրագույն կրթությամբ։ Վերջինս ծառահատումներ իրականացնելու համար որոշակի գումարի դիմաց հավաքագրել է մի շարք անձանց, տրամադրել հատուկ տեխնիկա և տրանսպորտային միջոց: Ըստ ստանձնած դերակատարման` 2014 թվականից մինչև 2017թ. հոկտեմբեր ամիսը, բնության հատուկ պահպանվող տարածք հանդիսացող «Դիլիջան ազգային պարկ» ՊՈԱԿ-ի «Հաղարծին տեղամաս» մասնաճյուղի մի շարք պահաբաժիններում 33-ամյա տղամարդը հանցավոր խմբի անդամների հետ իրականացրել է ծառահատումներ։ Հատված ծառերը անտառային տեղանքներից դուրս են բերվել և տեղափոխվել տղամարդուն պատկանող տեխնիկական միջոցի օգտագործմամբ, ապա՝ դրանցից պատրաստվել վառելափայտ և շինանյութ, որն էլ հետագայում իրացվել է:

Ձեռք բերված ապացույցների համակցությամբ՝ 33-ամյա տղամարդուն մեղադրանք է առաջադրվել՝ ՀՀ քրեական օրենսգրքի 296-րդ հոդվածի 3-րդ մասով: Նրա նկատմամբ որպես խափանման միջոց է ընտրվել կալանավորումը։

Քրեական գործով մեղադրանք է առաջադրվել ևս մեկ անձի՝ ծառահատումներին անմիջական մասնակցություն ունենալու համար։

Նախաքննությունը շարունակվում է: Իրականացվում են ակտիվ քննչական գործողություններ՝ հանցավոր խմբի բոլոր անդամների ինքնությունը պարզելու և նրանցից յուրաքանչյուրի գործողություններն անհատականացնելու ուղղությամբ։ 

Ծանուցում. Ենթադրյալ հանցանքի մեջ կասկածվողը կամ մեղադրվողը համարվում է անմեղ, քանի դեռ նրա մեղավորությունն ապացուցված չէ ՀՀ քրեական դատավարության օրենսգրքով սահմանված կարգով` դատարանի` օրինական ուժի մեջ մտած դատավճռով:
