Փաշինյանն առաջարկում է առաջին և երկրորդ երեխաների համար տրվող նպաստը 50 հազարից դարձնել 500 հազար

«Երբ մենք կենսաթոշակները, նպաստները, նվազագույն աշխատավարձը չենք բարձրացնում, մենք մարդկանց ի՞նչ ուղերձ ենք հղում, չե՞նք ասում արդյոք, որ ևս 10 տոկոսով պիտի վատ ապրեն»: Այս մասին, այսօր Ազգային ժողովում 2018 թվականի պետական բյուջեի նախագծի քննարկման ժամանակ «Ելք» խմբակցության ղեկավար Նիկոլ Փաշինյանն այս հարցով դիմեց ՀՀ աշխատանքի և սոցիալական հարցերի նախարար Արտեմ Ասատրյանին:
Ն. Փաշինյանը նկատեց, որ արդեն երեք տարի կենսաթոշակները, ընտանեկան նպաստները ու նվազագույն աշխատավարձերը չեն բարձրանում, բայց մյուս կողմից՝ բյուջեի նախագծում գնաճի որոշակի ցուցանիշ են նախատեսում. «Այս բյուջեի նախագծից ինձ համար այնքան էլ հասկանալի չէ՝ կառավարությունն ի՞նչ կոնկրետ խնդիր ու ցուցանիշ է դնում՝ աղքատության հետ կապված, ինչքանի՞ է ուզում հասցնել աղքատության ցուցանիշը 2018-ին: Մեզ մոտ մանուկների ծնունդը նվազում է, բայց մենք տեսնում ենք, որ երրորդ, չորրորդ, հինգերորդ երեխաների ծնելիությունը մեծանում է, ինչը նշանակում է, որ այն նպաստը, որ մենք տալիս ենք՝ միլիոն ու միլիոն ու կես, դեր է խաղում: Չե՞ք կարծում, որ մենք պետք է վերանայենք, ու առաջին ու երկրորդ երեխաների համար տրամադրվող նպաստը պետք է 50 հազարից դարձնենք 500 հազար»:
Նախարարը նախ ասաց, որ գնաճն իր ազդեցությունը թողնելով՝ չի կարող քաղաքացիների եկամուտների տեսանկյունից որոշակի ազդեցություն չունենալ. «Եթե անձի եկամուտը բացառապես կենսաթոշակն է, ապա ձեր կողմից նշված խնդիրն առկա է: Երբ խոսում ենք աղքատության մասին, կարծում եմ, որ ամենամեծ ազեցությունը տնտեսական աճն է ունենում աղքատության կրճատման վրա: Մյուս կողմից՝ դա չի նշանակում, որ սոցիալական պաշտպանվածության ծրագրերը չունեն ազդեցություն։ Դրանք ունեն էական ազդեցություն, վերջին տարիներին դրանց ազդեցությունն ավելանում է»։
Ա. Ասատրյանի խոսքով՝ իրենք շուրջ 10 միլիարդ դրամ հատկացնում են ծննդյան միանվագ նպաստների վճարմանը, որի 70 տոկոսը 3-րդ և 4-րդ երեխաների ծնվելուն ուղղված միջոցներն է. «Այդ ծրագրի ցանկացած ավելացում մի քանի տասնյակ միլիարդներ է պահանջում»:
