ԵՄ պատվիրակության ղեկավարը կարևորել է Եվրոպայի խորհրդի և ՀՀ դատական համակարգի համագործակցությունը

ՀՀ վճռաբեկ դատարանի նախագահ Արման Մկրտումյանը 2015 թվականի հոկտեմբերի 26-ին ընդունել է Հայաստանում Եվրոպական միության պատվիրակության ղեկավար, դեսպան Պյոտր Սվիտալսկիին: Շնորհավորելով նորանշանակ դեսպանին՝ ՀՀ վճռաբեկ դատարանի նախագահն ընդգծել է Եվրոպական միության հետ Հայաստանի Հանրապետության դատական համակարգի շարունակական համագործակցության կարևորությունը: Այս մասին «Արմենպրես»-ին տեղեկացրին ՀՀ դատական դեպարտամենտից:
Հանդիպման ընթացքում Արման Մկրտումյանը և Պյոտր Սվիտալսկին քննարկել են Եվրոպական միության, Եվրոպայի խորհրդի և ՀՀ դատական համակարգի կողմից համատեղ իրականացվող ծրագրերի հետ կապված մի շարք հարցեր: Մասնավորապես, ՀՀ դատական դեպարտամենտի կազմում Մարդու իրավունքների եվրոպական դատարանի վճիռների վերլուծության բաժնի ստեղծումը, որը պետք է աջակցություն ցուցաբերի ՀՀ վճռաբեկ դատարանին Մարդու իրավունքների եվրոպական դատարանի վճիռների մեկնաբանման հարցերի կապակցությամբ և ապահովի Եվրոպական դատարանի նախադեպային իրավունքի վերջին զարգացումների վերաբերյալ պատշաճ իրազեկումը:
Հանդիպման ընթացքում քննարկվել են նաև «Դատալեքս» իրավական-տեղեկատվական համակարգի որոնողական կարողությունների բարելավման ուղղությամբ իրականացվող միջոցառումները: ՀՀ վճռաբեկ դատարանի նախագահը նշել է, որ եվրոպացի գործընկերների աջակցությամբ մոտ ապագայում կավարտվեն ՀՀ վճռաբեկ դատարանի որոշումների որոնման համակարգի բարելավման աշխատանքները: Նոր որոնման համակարգն առավել դյուրին կլինի օգտագործման համար և ակնկալվում է, որ առավել արդյունավետ գործիք կլինի իրավակիրառողի համ ար ՀՀ վճռաբեկ դատարանի որոշումները հասանելի դարձնելու առումով:
Պյոտր Սվիտալսկին ևս ընդգծել է վերոնշյալ ծրագրերի բարեհաջող ավարտի կարևորությունը և հույս հայտնել, որ ՀՀ դատական համակարգի կարողությունների ամրապնդման ուղղությամբ Եվրոպայի խորհրդի, ՀՀ վճռաբեկ դատարանի և ՀՀ դատական դեպարտամենտի համագործակցությունը շարունակական կլինի:
