Օպտիմալացման հակառակ կողմը

2018թ. բյուջեյով նախատեսվում է 5,5 պետական աշխատողի օպտիմալացում: Արդեն խոսվում է, որ հիմնական թիրախում կրթության ոլորտն է: Իսկ ընդհանրապես թիրախավորվելու են միջին օղակի աշխատողները: Այսինքն մեծ հաշվով հայաստանյան ուռճացված վերնախավից բան չի պակասելու, պակասելու է միջին օղակը:
Կրթության դեպքում օպտիմալացման միտումը բացատրելի է այնքանով որքանով: Թե Կարեն Կարապետյանը, թե նրա մրցակից Վիգեն Սարգսյանը մի հարցում համամիտ են. կրթություն ու գիտությունը անպետք ոլորտներ են, արդյունք չբերող: Կարապետյանը ցանկանում է այդ ամենի փոխարեն բիզնես նախաձեռնություններ տեսնել, Վիգեն Սարգսյանը ՝ բանակը համալրել:
Իսկ ընդհանրապես օպտիմալացման իմաստը պետք է լիներ արդյունավետության ավելացումը: Բայց ինչպես տեսնում ենք առանց համապատասխան ֆինանսական ներհոսքի արդյունավետությունն անհնար է ավելացնել: Մանավանդ, որ այդ նույն օպտիմալացման հետևանքով բազմաթիվ մարդիկ գործազուրկ են դառնում, վատագույն դեպքում արտագաղթում: Մի դեպքում ավելացնում են պետության սոցիալական բեռը, պասիվացնում շուկան, մյուս դեպքում էլ արտագաղթում են ՝ ըստ էության դատարկելով շուկան:
Օպտիմալացումը արդյունավվետ է, երբ դրան զուգահեռ երկրում արվում են ներդրումներ, որոնք թույլ են տալիս օպտիմալացվողներին բիզնեսով կամ այլ գործունեությամբ զբաղվել ՝ տնտեսության ակտիվացման շնորհիվ: Բայց այդ ակտիվացումը չկա: Ինչը նշանակում է, որ այս դեպքում օպտիմալացումը միջին օղակի հաշվին արվում է որպեսզի վերին օղակը շարունակի ինքնապահպանվել:
