Հայաստանի կառավարությունը 2018 թ. շարունակելու է կառուցվածքային բարեփոխումների իրականացմանը և տնտեսական աճի համեմատաբար բարձր տեմպերի վերականգմանն ուղղված քաղաքականությունը՝ առաջնորդվելով միջնաժամկետ և կայուն տնտեսական աճի ապահովման և արտահանումը որպես տնտեսական աճի առանցքային շարժիչ դարձնելու նպատակի իրագործման սկզբունքներով: Ազգային ժողովի մշտական հանձնաժողովների համատեղ նիստում ՀՀ 2018 թ. պետական բյուջեի նախագծի քննարկմանն այս մասին ասաց ՀՀ կենտրոնական բանկի նախագահ Արթուր Ջավադյանը՝ ներկայացնելով ՀՀ 2018 թ. պետական բյուջեի նախագծի վերաբերյալ կենտրոնական բանկի եզրակացությունը: «2018 թ. կանխատեսվում է ՀՆԱ-ի 4.5 տասներորդական տոկոս իրական աճ, որին հիմնականում կնպաստեն ծառայությունների և արդյունաբերության ճյուղերը: 2018 թ. տնտեսական աճը պայմանավորված կլինի ինչպես արտաքին զարգացումներով, մասնավորապես՝ Ռուսաստանի տնտեսական աճի վերականգնմամբ և պղնձի համաշխարհային գների բարձր մակարդակի պահպանմամբ, այնպես էլ ներքին՝ Հայաստանում 2017 թ. իրականացված մի շարք բարեփոխումների և դրամավարկային ընդլայնող քաղաքականության արդյունքում շարունակվող տոկոսադրույքների նվազման ազդեցությամբ»,- «Արմենպրես»-ի փոխանցմամբ՝ նշեց Ջավադյանը:

Հատկանշական է, որ 2018 թ. ներդրումային միջավայրի բարելավումն ուղեկցվելու է արտահանելի ճյուղերին ուղղված  ներդրումների խթանման շարունակականության ապահովմամբ: Տարվա ընթացքում կանխատեսվում է և՛ պետական, և՛ մասնավոր հատվածներում ներդրումային ակտիվության աճ, ընդ որում՝ մասնավոր հատվածում կանխատեսվում է ավելի մեծ ներդրումային ակտիվություն: «Ուղղորդվելով մակրոտնտեսական կայունության պահպանման սկզբունքներով՝ 2018 թ. համար նախատեսվում է ՀՆԱ-ում բյուջեի պակասուրդի նվազում 2017թ. սպասվող 3.6 տոկոսի դիմաց՝ ապահովելով  ՀՆԱ-ի 2.7 տոկոսը: Վերջինս կարևոր պայման է պետական պարտքի կայունացման և աստիճանական կրճատման համար»,- մանրամասնեց ՀՀ ԿԲ նախագահը:

2018 թ. կշարունակվի հարկաբյուջետային կոնսոլիդացումը` եկամուտների չեզոք, իսկ ծախսերի` զսպող ազդակի դրսևորմամբ: Պետական բյուջեի եկամուտների մասով 2018թ. բյուջեի ծրագրի  շրջանակներում ակնկալվում է ՀՆԱ-ի նկատմամբ հարկային եկամուտների տեսակարար կշռի 2017 թ. սպասվողի համեմատ ընդամենը 0.1 տոկոսով աճ, որի արդյունքում հարկեր-ՀՆԱ ցուցանիշը կկազմի 21.3 տոկոս:

«2018 թ. ՀՀ պետական բյուջեի ծրագրի իրականացումը համախառն պահանջարկի վրա կունենա զսպող ազդեցություն, որի պարագայում 2018 թ. տնտեսական աճի ապահովման հիմնական բեռն ընկնում է լայնածավալ կառուցվածքային բարեփոխումների վրա: Այդ ամենը, զուգակցվելով հարկաբյուջետային քաղաքականության ծրագրերի շարունակականության ապահովմամբ, կնպաստեն մակրոտնտեսական կայունությանը հիմքեր ստեղծելով երկարաժամկետ հատվածում տնտեսական աճի համար»,- եզրափակեց Արթուր Ջավադյանը:
