Ռուսաստանի և Հայաստանի վարչապետերի օրերս տեղի ունեցած հանդիպումը, որն ուղեկցվել է մի շարք համագործակցության հուշարգրերի ստորագրմամբ,ամեն դեպքում որևէ արտառոց բան տալ չի կարող Հայաստանին: Ռուսաստանի կողմից նոր ինտեգրացիոն նախագծերը ՝ ԵՏՄ, Մաքսային միություն և այլն, էլ ավելի են խորացրել հարաբերություններում առկա ճգնաժամը:

Կարեն Կարապետյանը ներկայացնում է թվեր, իսկ Մեդվեդևը նշում է, թե իր մոտ այդ թվերն ավելի լավն են, փաստացի ակնարկելով, որ ավելիի հույս Կարապետյանը չի կարող ունենալ: Ըստ այդմ Մեդվեդևի այցը բացի Կարապետյանի քաղաքական դիրքերը յուրայինների շրջանում ամրապնդելուց, որևէ հարց լուծել չի կարող: Պատահական չէ, որ ԵԱՏՄ վարչապետերի հանդիպմանը մասնակցելու ժամանած Մեդվեդևի այցը, Կարապետյանը ներկայացրեց որպես իր հրավեր:

Բայց այստեղ այդքան կարևոր չէ Կարապետյանի քաղաքական ապագան, որքան հայ-ռուսական հարաբերություններում առկա անհասկանալի մթնոլորտը, երբ դեկլարատիվ մակարդակում խոսվում է եղբայրության ու բարեկամության մասին, իսկ պրակտիկ մակարդակում կողմերը մեկը մյուսից տեղյակ չեն: Կամ Հայաստանն է գերագնահատել Ռուսաստանի դերակատարությունը, կամ Ռուսաստանն է թերագնահատում Հայաստանին: 

Հայ-ռուսական հարաբերությունների ճգնաժամը կայանում է ոչ թե կողմերից մեկի կայսրություն, իսկ մյուսի ՝ փոքր պետություն լինելու մեջ: Պարզ է, որ երկու կողմերի հարաբերություններում ավելի մեծ ուժային կենտրոնը նոմինալ առավելություն ունի: Ճգնաժամը կայանում է նրանում, որ երկու կողմերն էլ չգիտեն թե ինչ են ուզում իրարից, չգիտեն, թե ինչի վրա է խարխսված նրանց հարաբերությունը: Այս պարագայում, երբ չկա այդ միասնական օրակարգը, ամեն ինչ վեր է ածվում սակարկումների ու այսրոպեական մանիպուլացիաների:
