Կարեն Կարապետյանի մոտ տեղի կունենա խորհրդակցություն. վարչապետը մտավախություն ունի, որ բարեփոխումների մի մասը մնում է թղթի վրա

2017 թվականի ընթացքում ծրագրավորվել և ընթացքում են գտնվում մի շարք միջոցառումներ`ուղղված գործարար միջավայրի բարելավման։ Այդ մասին կառավարության նիստում հայտարարեց ՀՀ վարչապետ Կարեն Կարապետյանը՝ ավելացնելով, որ նշված օրենսդրական և գործնական միջոցառումներից մի քանիսն արդեն իսկ իրագործվել են:
«Սակայն, մարդկանց որոշ հատվածը դրանց վերաբերյալ տեղեկացված չէ, որոշ գործարարներին դրանք պատշաճ չեն ներկայացվել, գրանցվել են սպասարկման որակի խնդիրներ և այլն: Պարզ վերլուծությունը ցույց է տալիս, որ պատճառը հստակ է՝ բարեփոխումների ոչ միայն ծրագրումը, այլև դրանց հետևողական իրականացումը, նոր հնարավորությունների մասին գործարարներին պարբերաբար ծանուցումը, սիստեմատիկ հետադարձ կապի ապահովումը, պետական ծառայությունների որակին, նոր տեխնոլոգիաների կիրառմանը խստորեն հետևելը բերում են լիարժեք փոփոխության: Այսինքն, անհրաժեշտ և ուղղակի պարտադիր է մշակված քաղաքականության մշտական, հետևողական մոնիտորինգ: Անհրաժեշտ է, որ մեր քաղաքացին լիարժեք օգտվի արդեն իսկ ընձեռած բոլոր նոր հնարավորություններից՝ հարկերի վրա ավելի քիչ ժամանակ ծախսի, էլեկտրականության միացումներն ավելի օպերատիվ ստանա, տեղեկանքների համար չհասնի պատկան գրասենյակներ՝ պարզելու համար, որ դրանք կարելի էր ստանալ նաև փոստով, մոտակա բանկային մասնաճյուղից կամ էլեկտրոնային ծառայությունների միջոցով»,- «Արմենպրես»-ի փոխանցմամբ, ասաց Կարեն Կարապետյանը:
Հաշվի առնելով նշյալը՝ վարչապետը Տնտեսական զարգացման և ներդրումների նախարարին հանձնարարեց համագործակցելով «Ռազմավարական նախաձեռնությունների կենտրոնի» հետ 2-շաբաթյա ժամկետում կառավարության աշխատակազմ ներկայացնել առաջարկություններ՝ գործարար միջավայրի բարելավմանն ուղղված ՀՀ կառավարության թե՛ կարճաժամկետ և թե՛ երկարաժամկետ, միջոցառումների փաստացի, ոչ թե փաստաթղթային իրագործման, գործարար աշխարհում դրանց տարածման օբյեկտիվ ցուցիչների կազմման և մոնիտորինգի համակարգի գործարկման վերաբերյալ: Կարապետյանը նշեց, որ խնդրել է ՀՀ փոխվարչապետ, Միջազգային տնտեսական ինտեգրման և բարեփոխումների նախարար Վաչե Գաբրիելյանին, որպեսզի մոտ օրերս կազմակերպի խորհրդակցություն: «Որովհետև մտավախություն ունենք, որ բարեփոխումների մի մասը մնում է թղթի վրա, հանձնարարականները գնում են, տեղերում իրագործվում է մի մասը կամ ոչ լիարժեք, կամ յուրաքանչյուրը մեկնաբանում է իր պատկերացմամբ, թե դրանք ինչպես պետք է կատարվեն»,- ասաց վարչապետը:
