Հայաստանի զինված ուժերի կտրուկ արդիականացումը ժամանակի պահանջն է. Սերժ Սարգսյան

Հայկական բանակն այսօր ուժեղ է և մարտունակ, ունակ է կատարելու իր առջև դրված խնդիրները: Այս մասին ասել է ՀՀ Նախագահ, Զինված ուժերի գերագույն գլխավոր հրամանատար Սերժ Սարգսյանը հոկտեմբերի 24-ին կայացած ՊՆ Պաշտպանական ազգային հետազոտական համալսարանի (ՊԱՀՀ) կրթական նոր ծրագրի մեկնարկն ազդարարող նիստին:
«Մեր բանակն այսօր ուժեղ է և մարտունակ, սակայն դա չի նշանակում, թե մեր զինված ուժերը չպետք է կատարելագործվեն և զարգանան: Մենք այսօր սահմանում ենք նոր՝ անհամեմատ բարձր նշաձող: Հայաստանի Հանրապետության զինված ուժերի կտրուկ արդիականացումը ժամանակի պահանջն է: Դա նաև թելադրված է ինչպես այսօրվա, այնպես էլ ապագայի մարտահրավերներով: Ես այսօր խնդիր եմ դնում մշակել բանակի արդիականացման նոր յոթնամյա ծրագիր՝ 2018-2025 թվականների համար: Այդ ծրագիրը պետք է իրականություն դարձնենք համատեղ ուժերով՝ ես, որպես գլխավոր հրամանատար, պաշտպանության նախարարը, զինված ուժերի հրամանատարական կազմը, մեր զինվորները և ողջ հասարակությունը»,- «Արմենպրես»-ի հաղորդմամբ ասել է Նախագահը:
Սերժ Սարգսյանը ՀՀ պաշտպանության նախարարին հանձնարարել է երկամսյա ժամկետում զեկուցել այս ուղղությամբ իր կատարած աշխատանքի մասին: Քննարկումներից և լրամշակումներից հետո այդ ծրագիրը կհաստատվի 2018 թվականի հունվարի 28-ին, այսինքն ՝ Բանակի ծննդյան օրը:
«Ծրագիրը պետք է լինի այս փուլում մեր պետության գլխավոր խնդիրներից մեկը, եթե ոչ ամենագլխավորը: Յոթ տարի հետո ներկայումս արդեն իսկ մարտունակ բանակը պետք է հասած լինի որակական նոր՝ բացառիկ մակարդակի: Արդիականացման առաջին կարևոր ուղղությունը սահուն անցումն է Սահմանադրության փոփոխություններից բխող՝ զինված ուժերի կառավարման համակարգի նոր պայմանների: «Պաշտպանության մասին» օրենքի նախագիծը, որ այս օրերին քննարկվում է Ազգային ժողովում, լուծում է այդ խնդրի կարևոր, բայց միայն առաջին մասը` իրավական ձևակերպումը: Այնուհետև պահանջվելու է մանրակրկիտ աշխատանք` ենթաօրենսդրական ակտերի մշակման ու ներդրման և գործնական քայլերը ճիշտ հերթականությամբ իրականացնելու առումով»,-շեշտել է Սերժ Սարգսյանը:
Նախագահն ընդգծել է, որ բանակի արդիականացումը վերաբերում է և՛ կազմակերպվածության մակարդակին, և՛ զինատեսակներին, և՛ զինվորականների սոցիալական հարցերին, այսինքն՝ բանակի հետ կապված խնդիրների ողջ համալիրին:
«Մենք դրանով զբաղվել ենք միշտ, բայց այժմ խնդիր է դրվում արագացնել այդ գործընթացները՝ ապահովելով թռիչքաձև զարգացում: Պետք է շարժվենք առաջանցիկ տեմպերով: Հաջորդ տարվա բյուջեում, ինչպես գիտեք, նախատեսվում է ռազմական ծախսերի կտրուկ աճ: Աճը, սակայն, միայն մեկ տարով չի սահմանափակվելու, այլ լինելու է շարունակական: Դուք քաջատեղյակ եք, որ վերջին մի քանի տարում կտրուկ բարելավվել են մեր զինատեսակների քանակը և որակը: Այս աշխատանքները շարունակական են լինելու: Տարեցտարի նոր և էական ձեռքբերումներ ենք ունենալու այս ուղղությամբ»,-հավելել է ՀՀ Նախագահը:
